Unit #1 crossed into the eastbound lanes for unknown reasons, colliding head-on with Unit #2. The driver of Unit #1 was pronounced dead on scene by St. Clair County Coroner Crump. Toxicology results are pending for driver of Unit 1. The driver of Unit #2 was transported by Medstar to SLU Hospital.

Narrative:

Unit one was traveling I-70/55 westbound at milepost 13.4. Units two and three were traveling eastbound on I-70/55 at milepost 13 in the left lane. Unit one traveled through the median and through the cable wire barrier. As unit one entered the eastbound lanes of traffic the passenger side of unit one was struck by the front unit two. Unit three was changing from the left to the right lane and the front of unit three then struck the front passenger side of unit one. Unit three then struck the guardrail on the right (south) side of the road.

Traffic crash reconstruction officers were called to the scene and the crash is still pending investigation.

No citations were issued.

Governor Pat Quinn Proclaims May 25th Missing Children's Day in Illinois

SPRINGFIELD, IL -- The Illinois State Police joined people throughout Illinois today to celebrate the progress made in safeguarding children and those missing children who found their way safely home. Governor Pat Quinn also signed a proclamation declaring May 25th Missing Children's Day in Illinois.

May 25 is the anniversary of the disappearance of 6-year-old Etan Patz from a New York street corner while on his way to school in 1979. President Ronald Reagan first proclaimed National Missing Children's Day in 1983, and it has continued to be a day of observance since that time. In the past year, Illinois has reduced the number of reported missing children by more than 2 percent. Of the 31,453 children reported missing in 2010, roughly 98 percent were quickly located and returned safely home.

"As we continue our efforts to find children who are missing in our state, we must also remember those who are gone or have been victimized," said Governor Quinn. "I encourage everyone in our state to take 25 minutes today to talk to the children in their lives about how to stay safe."

Take 25 is a preventive child safety campaign created by the National Center for Missing & Exploited Children (NCMEC) in honor of National Missing Children's Day. To learn more, visit www.take25.org.

"Public awareness initiatives focused towards increased child safety have done much to educate parents about the actions they can take in order to prevent crimes against their children," said Illinois State Police Director Hiram Grau. "Implementing child safety measures and preventing these criminal actions from ever occurring can make all the difference in the life of a child. Today, let's not forget those children who have been the unfortunate victims of crime."

Illinois, in a partnership with Indiana, Iowa, Kansas, Kentucky, Michigan, Missouri, Wisconsin, Nebraska, North and South Dakota, Minnesota and Ohio, is active in the Interstate Agreement on Missing and Exploited Children. The agreement was established in 1985 as a network to improve identifying and recovering missing children. The Council is comprised of representatives of state law enforcement and criminal justice agencies from each of these states and meets semi-annually.

In observance of Missing Children's Day in Illinois, citizens are encouraged to take part by turning on porch lights and vehicle headlights to "Light the Way Home" for our missing children.

The text of the Governor's Proclamation is as follows:


WHEREAS, The Missing Children Act of 1982 was the first federal law to address this issue, and in 1983, President Ronald Reagan proclaimed the first National Missing Children's Day; and

WHEREAS, May 25 has annually been declared National Missing Children's Day; and

WHEREAS, there are 1,511 pending missing children under the age of 18 in the state of Illinois, which represents only a small percentage of children that are estimated to be missing nationwide as reported through a national study conducted by the United States Department of Justice; and

WHEREAS, locating and safely returning missing children to their homes is a statewide, national, and international objective; and

WHEREAS, on August 29, 1985 in Chicago, Illinois, Governors from the states of Illinois, Indiana, Iowa, Kentucky, Missouri and Wisconsin signed the "Interstate Agreement on Missing and Exploited Children," and since then, the states of Ohio, Kansas, Michigan, Minnesota, North Dakota, South Dakota, and Nebraska have also joined in the initiative. This agreement was the beginning of the development of an interstate network established to improve the process of identifying and recovering missing children in our communities; and

WHEREAS, in 2002, the Illinois State Police implemented the America's Missing: Broadcast Emergency Response (AMBER) Alert Notification Plan. AMBER Alert was developed as a quick and efficient way to notify the public and city, town, village, county, state, and federal law enforcement agencies in Illinois, of specific information regarding the abduction of a child whose life may be in danger. To date, AMBER Alert has been instrumental in recovering 37 Illinois missing children; and

WHEREAS, teaching your children to run away from danger, never letting your children go places alone, knowing where and with whom your children are at all times, talking openly with your children about safety and having a list of family members who can be contacted in case of an emergency, are among the list of preventative tips that will help keep your children safe from kidnapping and abductions:

THEREFORE, I, Pat Quinn, Governor of the state of Illinois, do hereby proclaim May 25, 2011 as MISSING CHILDREN'S DAY in Illinois, and encourage all citizens to observe this day by turning on porch lights and vehicle headlights to 'LIGHT THE WAY HOME" for all missing children throughout the country.

COLLINSVILLE, IL – Captain Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of June.

A roadside safety check is an effective tool for generating voluntary compliance by the motoring public. The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking. Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes. Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois. Each year in Illinois, hundreds of lives are lost in alcohol-related crashes. Don't risk losing your license, your car, and your freedom. If you drive impaired, law enforcement will arrest you.

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver's license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration. The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Unit #2 (a U.P.S. truck) was driving Westbound on St. Clair Avenue approaching 79th Street. Alvin L. Williams was driving his Suzuki Motorcyle Westbound on St. Clair Avenue approaching the U.P.S. truck at a high rate of speed. As the U.P.S. truck started making a left turn, Williams attempted to pass the U.P.S. truck on the left shoulder, and stuck the front driver's side of the truck. Williams was later declared deceased at Kenneth Hall Regional Hospital. Williams was wearing a helmet at the time of the crash.

Narrative: Glen A. Marquard (age 52 from Venedy, IL) was driving his Harley Davidson Motorcyle south on Illinois Route 160/177 south of New Memphis, approximately 900 feet south of 4th Street, when he struck and killed a deer. Marquard was thrown off his motorcycle, and he and the motorcycle slid down the roadway, and came to rest in the middle of the road (Crash 11-11-01452). A short time later, a Cadillac driven by Andrew J. Surmeier (age 72 from Venedy, IL) was traveling southbound on Illinois Route 160/177, and ran over Marquard who was lying unresponsive in the middle of southbound lane of Route 160/177 (Crash 11-11-01453). Marquard was pronounced dead at the scene by the Clinton County Coroner.

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain Brad Parsons, announced today that District 11 Troopers will be conducting Occupant Restraint Enforcement Patrols (OREP) and Safety Belt Enforcement Zones (SBEZ) during the May Click It or Ticket Campaign.

The Click It or Ticket campaign, which starts today (May 13) and runs through May 30, is a statewide enforcement and education effort to crack down on unbuckled motorists.

In 2009, during the Memorial Day weekend, (crashes occurring from 6 pm on May 22, through 11:59 on May 25), 30 people died in 17 motor vehicle crashes. An additional 757 people were injured.

More motorists die between the hours of midnight and 3:00 am than any other time of day. In 2009, 106 motor vehicle occupants died in crashes that occurred during the period midnight - 2:59am. Only approximately 23% were restrained.

Research has shown that when lap and shoulder belts are used properly, the risk of fatal injury to front-seat passenger car occupants is reduced by 45 percent, and the risk of moderate to serious injury is reduced by 50 percent. Regular seat belt use is the single most effective way to protect people and reduce fatalities in motor vehicle crashes, according to the U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA).

Remember this May 13 to May 30: It is Click It or Ticket. Buckle up and encourage your loved ones to do the same. You will save the cost of a ticket and may even save a life.

Occupant Restraint Enforcement Patrols are funded through a grant provided by NHTSA. The grant is administered by the Illinois Department of Transportation/Division of Traffic Safety. The grant allows the Illinois State Police to target an area with saturation patrols that focus on traffic violations and related compliance with safety belt and child safety seat laws.

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain Brad Parsons, has announced District 11 enforcement figures and activity for April 2011.

Illinois State Police District 11 Troopers issued 2,660 citations, 1,011 written warnings, and made 176 criminal arrests during the month of April. Speeding accounted for 947 citations and 667 citations were issued for occupant restraint violations.

Troopers investigated 245 traffic crashes, assisted 782 motorists, and conducted 383 commercial vehicle inspections, 60 of which were placed out-of-service. There were 33 arrests made for driving under the influence and 84 other citations issued for alcohol related violations.

District 11, which encompasses Bond, Clinton, Madison, Monroe, and St. Clair counties, experienced four traffic crash fatalities in April. According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks. In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.

On May 5, 2011, at approximately 8:15 a.m., Illinois State District 11 call takers received a call regarding a dispute between two motorists. The reporting motorist drove to Illinois State Police headquarters to seek assistance and the other motorist followed. State Troopers were waiting in the parking lot to speak to the drivers of each vehicle. After talking to the drivers of each vehicle it was determined that they had been out all night drinking and they were both under the influence of alcohol.

Arrested for driving under the influence of alcohol were a 25 year old female, Carrie Beth Banfield, of South Roxana and a 23 year old female, Delsislava K. Jeliazkova, of Edwardsville.

District 11 Commander, Captain Brad Parsons, said "We prefer that people stay off the roads all together after drinking too much. But if you decide you don't want to stay off the roads, our second choice would be for you to drive to our headquarters and turn yourself in."

COLLINSVILLE, IL – Two arrested for driving under the influence after driving to State Police headquarters.

On May 5, 2011 Illinois State District 11 call takers received a call regarding a dispute between two motorists. The reporting motorist drove to Illinois State Police headquarters to seek assistance and the other motorist followed. State Troopers were waiting in the parking lot to speak to the drivers of each vehicle. After talking to the drivers of each vehicle it was determined that they had been out all night drinking and they were both under the influence of alcohol.

Arrested for driving under the influence of alcohol were 25 year old Carrie Beth Banfield of South Roxana and 23 year old Delsislava K. Jeliazkova of Edwardsville.

District 11 Commander, Captain Brad Parsons, said "We prefer that people stay off the roads all together after drinking too much. But if you decide you don't want to stay off the roads, our second choice would be for you to drive to our headquarters and turn yourself in."

Narrative:
A 49 year old pedestrian was in the middle of the roadway of Eastbound St. Clair Avenue approximately 20 feet west of 79th Street. Unit #2, a 2007 Chevrolet Pick Up truck driven by Miguel A. Lemus (age 27 from Los Angeles, CA), was traveling eastbound on St. Clair Avenue approaching 79th Street. Unit #2 struck the pedestrian, and then initially left the scene. Lemus drove Unit #2 back to the scene a short time later. Lemus stated that he initially thought that he had struck a deer, realized later that he had not, so he returned to the scene.

The pedestrian was transported by Med Star Ambulance to Belleville Memorial Hospital, where he was pronounced dead a short time later. The St. Clair County Coroner's Officer is currently attempting to make contact with the immediate family of the deceased pedestrian.
