Narrative: On 04/13/12, at approximately 5:15 a.m., William D. Lindsay
(Age 22 from Collinsville, IL.) was walking in the roadway on Collinsville
Road approximately 99 feet west of John Street. Andrew Williams (age 78
from E. St. Louis, IL.) was driving his 2012 Ford Edge in the left lane of
eastbound Collinsville Road approaching Lindsay. Lindsay was wearing dark
clothing. Williams saw a dark object in the roadway, made a drastic
attempt to avoid striking it, but was unable to avoid a collision. The
front driver's side of Williams's vehicle struck Lindsay. Madison County
Deputy Coroner Todd Ballard pronounced Lindsay as deceased at the scene.
It did appear that Lindsay had been drinking alcohol. Ballard stated that
a toxicology test would be conducted on Lindsay. No criminal or traffic
charges will be filed in reference to this incident.

until the government is able to prove its charges in court beyond a
reasonable doubt.
