Illinois State Police Seize Large Sum of Cash

Traffic Stop Leads to Seizure of Over $34,000.

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announces the seizure of U.S. Currency.  The seizure occurred on August 29, 2012 at approximately 2:15 p.m. on Interstate 55 southbound near Collinsville.  The amount of money seized was $34,171.  
 
On August 29, at approximately 2:15 p.m. an ISP Trooper stopped a white 2011 Toyota for following too closely.  Further investigation led the Trooper to believe there was criminal activity.  The Trooper asked for and was given consent to search the vehicle.  A search of the vehicle was conducted and $34,171 was found.

The driver and passenger were both questioned and neither of them claimed ownership of the money.  The driver is an illegal immigrant and is being held pending deportation by U.S. Immigration and Customs Enforcement.  The passenger was released.

“I don’t know of too many people who have over $34,000 just lying around,” said Captain Parsons.  “If you do have that much cash and you have it for a legitimate reason, most people don’t take the time to vacuum seal it and then deny ownership of the money,” he continued.

THE PUBLIC IS REMINDED THAT ALL ARRESTED PERSONS ARE MERELY ACCUSED OF THE CHARGES AGAINST
THEM AND ARE PRESUMED INNOCENT UNLESS PROVEN GUILTY IN A COURT OF LAW.

Illinois State Police Seize $790,000 Worth of Cocaine

Traffic Stop Leads to Seizure of 7.9 Kilograms of Cocaine.

MADISON COUNTY, IL – Captain Brad Parsons, District 11 Commander, announces the seizure of illegal drugs.  The seizure occurred on August 29, 2012 at approximately 8:40 a.m. on Interstate 70 eastbound near Pierron.  Seized was approximately 7.9 kilograms of cocaine with an estimated street value of $790,000.  
 
On August 29, at approximately 8:40 a.m. an ISP Trooper stopped a white SUV for speeding and following too closely.  Further investigation led the Trooper to believe there was criminal activity.  As a precaution an ISP K-9 was dispatched and arrived on scene.  The K-9 positively alerted to the presence of an illegal substance.  A search of the SUV revealed seven cellophane wrapped bundles containing approximately 7.9 kilograms of cocaine.  

“We’re out there every day looking beyond the traffic stop,” said Captain Parsons.  “If we didn’t take the time look beyond the stop we wouldn’t be able to remove guns, drugs, and criminals off of Illinois roadways.  We don’t want someone’s driving behavior or a criminal act to keep you from arriving at your destination safely,” he continued.

The driver, 24 year old Darrallyn Smoot, and passenger, 28 year old Kenyon R. Walton, both of Cincinnati, Ohio were arrested for drug trafficking.  They are both currently being held at Madison County jail pending Federal charges.

Illinois State Police Launch Operation Fatal 4
for Labor Day Holiday Weekend


Districts Statewide to Enforce Fatal 4 Traffic Violations


SPRINGFIELD – Law Enforcement officials are reminding motorists to take the necessary safety precautions to prevent senseless tragedies during the upcoming Labor Day holiday weekend.

The Illinois State Police (ISP) will push for zero fatalities by enforcing the four most common traffic violations: speeding, DUI, seat belts, and distracted driving.  Troopers will also be on heightened alert monitoring intelligence from the Statewide Terrorism Intelligence Center (STIC) for suspicious vehicles, special alerts, and criminal activity crossing state lines.  

Labor Day marks the end of summer and beginning of the new school year and many young adults will be on the roads and also vulnerable to the temptation of drinking and driving.

“Every motorist should think twice before drinking and driving this Labor Day weekend”, said ISP Director Hiram Grau.  “Law enforcement officers statewide will be enforcing the Fatal 4 traffic laws, and those motorists who choose to violate the traffic laws will face the consequences,” added Grau.  

The most common offenses include speeding, DUI, and seatbelt violations.  Last year, the ISP issued 2,536 tickets for speeding violations during the four-day holiday period from Friday through Monday.  During the same time period, there were 69 DUI arrests; 740 seatbelt violations; and 40 distracted driver violations.  

“Drivers who choose to violate the law face fines and possible jail time,” said ISP Operations Colonel Donald Buckley.  “Since 2007, Troopers have been enforcing the Fatal 4 mission and have been striving to reduce the number of fatalities,” he said.

Officials added that Alcohol Counter Enforcement (ACE) patrols will be deployed supported by air speed details.  Troopers will also be equipped with radar and LIDAR devices to monitor motorists exceeding the legal speed limit.

The ISP is responsible for the public safety of the citizens of Illinois and patrolling more than 20,000 miles of the state’s highways.

COLLINSVILLE – Illinois State Police (ISP) statewide are reminding motorists to make safety their number one priority while driving during the Labor Day holiday weekend.  The Labor Day weekend is one of the busiest driving periods.  According to AAA, 28.2 million people will make their Labor Day holiday journey by automobile.  

Law Enforcement officials will push for ZERO fatalities by enforcing the four most common traffic violations:  Speeding; DUI; failure to wear seat belts; and distracted driving.  Troopers will saturate the expressways and roadways looking for violators.  “I don’t care if you’re going across town or across the country, you should be able to arrive at your destination without any concern,” stated Captain Brad Parsons, District 11 Commander.  “We’ll be doing our part to get you there safely,” he continued.

ISP officials will also be working closely with the Statewide Terrorism Intelligence Center (STIC) monitoring intelligence and special alerts looking for suspicious vehicles and criminal activity crossing state lines.

“Criminals don’t take holidays and they use the same roadways that we all use,” stated Captain Parsons.  “Troopers will be vigilant this holiday weekend.  Not only will we be watchful for traffic violations, we will be looking for criminal activity as well,” he continued.    

In addition to enforcement messages and public awareness safety campaigns, districts statewide are also working with the Illinois Department of Transportation (IDOT) to ensure that highways are safe and clear of road distractions that can impede or impact safe driving and roadway safety.

Illinois State Police Announce Results of Alcohol Countermeasure
Enforcement Surveillance Details

Collinsville IL ? Illinois State Police Zone 6 officers conducted Alcohol
Countermeasure Enforcement (ACE) surveillance at various establishments
during the evening hours of Thursday, August 23, 2012, in St. Clair
County. The purpose of these ACE details is to determine which businesses
may be selling alcoholic beverages to minors (persons under 21 years of
age).
A total of 23 locations were surveyed in Caseyville, Fairview
Heights, Belleville, O?Fallon and Shiloh. Of those businesses, Handee
Mart, 411 N. Main Street, Caseyville, Phillips 66 Gas Station, 5904 Old
St. Louis Road, Belleville, BP Station, 720 South Lincoln, O?Fallon, and
Phillips 66, 2411 Lebanon Avenue, Belleville, were involved in the sale of
an alcoholic beverage to a minor. Store employees Melody A. McQuary,
Stephen P Kloess, Daniel L Stanton Sr., and Wardell Mosby Jr. were
arrested for Unlawful Delivery of Alcoholic Liquor to a Minor, a Class A
misdemeanor. All were released pending a notice to appear in court. The
public is reminded that charges are merely accusations and all defendants
are presumed innocent unless proven guilty. This project was funded by
the Illinois Department of Transportation, Division of Traffic Safety.

Illinois State Police to Conduct Nighttime Enforcement Patrols


COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Nighttime Enforcement Patrols (NITE) in St. Clair or Madison County during the month of September.

Officers working NITE patrols will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, not properly buckled up and driving under the influence.

Alcohol and drug impairment is a significant factor in over 40 percent of all fatal motor vehicle crashes in Illinois.  The ISP has zero tolerance for impaired drivers.  If you drive drunk, you will be arrested.

These nighttime patrols are designed to keep our roads safe by taking dangerous DUI offenders off the road and ensuring all vehicle occupants are buckled up.

Illinois State Police to Conduct Occupant Restraint Enforcement Patrols


COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Occupant Restraint Enforcement Patrols (OREP) in St. Clair or Madison County during the month of September.  

OREP allows the ISP to target an area with saturation patrols that focus on traffic violations and related compliance with safety belt and child safety seat laws.  Safety belt enforcement zones will also be set up to ensure the driver and passengers are buckled up.  Beginning January 1, 2012, Illinois law requires all vehicle passengers (front and back) to be buckled up!

Safety belts are one of the most effective safety devices in vehicles today, estimated to save over 16,000 lives each year.  Over half of vehicle occupants killed in a traffic crash were not properly buckled up.  

The objective of this program is to increase compliance of occupant restraint laws through education, child seat inspections, and enforcement.  Greater awareness, acceptance, and use of occupant protection equipment will save many lives.

Illinois State Police Announces Upcoming Roadside Safety Checks

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in St. Clair or Madison counties during the month of September.
 
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes.   Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.  

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, and transporting open alcoholic beverages.

ILLINOIS STATE POLICE REMINDS MOTORISTS THAT SCHOOL IS STARTING

Watch For: Children as They Walk or Ride Bikes to School, Stopped School Buses, and School Speed Zones.

       
COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain Brad Parsons, would like to remind motorists that many metro-east schools have started or are about to start.  Motorists should be on the lookout for children and increased traffic around schools.

The start of the school years means an increase in children walking and riding their bikes during the morning and evening commutes.  Motorists should be on the lookout for children darting out between parked cars and children riding their bikes to and from school.  As parents drop off their children before school and pick them up after school, there will also be an increase in vehicle traffic during the morning and evening commute.

Motorists are reminded to watch their speed in school zones and limit their distractions.  The speed limit in school zones is 20 m.p.h. and is in effect from 7a.m. to 4 p.m.  It is illegal to talk on a cell phone in a school zone and it is always illegal to text while driving.  Speeding in a school zone is a $150 fine and talking on a cell phone in a school zone or texting while driving is a $120 fine.

Motorists approaching a stopped school bus with lights activated and sign extended must stop their vehicle before reaching the school bus.  Failure to do so can result in a $150 fine and the suspension of your driver’s license for three months.  Also remember that pedestrians have the right-of-way in a crosswalk.

“As school begins remember to slow down and pay attention while driving through school zones.”  stated Captain B. Parsons.  “Not only do we want our children to be safe while they are in school, we also want them to be safe going to and coming home from school.”

Illinois State Police District 11 Announces Monthly Activity for July


COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain Brad Parsons, has announced District 11 enforcement figures and activity for July 2012.

Illinois State Police District 11 Troopers issued 2,160 citations, 935 written warnings, and made 118 criminal arrests during the month of July.  Speeding accounted for 869 citations and 346 citations were issued for occupant restraint violations.

Troopers investigated 177 traffic crashes, assisted 806 motorists, and conducted 267 commercial vehicle inspections, 51 of which were placed out-of-service for safety reasons.  There were 18 arrests made for driving under the influence and 74 other citations issued for alcohol related violations.

District 11, which encompasses Bond, Clinton, Madison, Monroe, and St. Clair counties, experienced 12 traffic crash fatalities in July.  

According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks.  

In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.

Illinois State Police Announces Upcoming Roadside Safety Checks

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in St. Clair or Madison counties during the month of August.
 
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes.   Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.  

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration.  The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.
