COLLINSVILLE, IL � Lieutenant Parsons, Interim District 11 Commander, announced today that the Illinois State Police will conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of January.
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public. The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not travel in a motor vehicle after drinking.
Alcohol and drug impairment is a significant factor in over 40 percent of all fatal motor vehicle crashes in Illinois. Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.
Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver�s license, and transporting open alcoholic beverages.
This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration. The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Narrative: ISP DISTRICT 11 RESPONDED TO A MULTIPLE VEHICLE CRASH ON I-55/70 SOUTHBOUND, 800 FEET NORTH OF MILEPOST 1 THAT OCCURRED AT 5:19PM. SEVERAL ISP TROOPERS RESPONDED TO THE SCENE. THREE VEHICLES WERE INVOLVED IN CRASH. UNITS 1,2 AND 3 WERE ALL TRAVELING SOUTHBOUND ON I-55/70. UNIT 1 WAS TRAVELING BEHIND UNIT 2 IN THE LEFT LANE. UNIT 3 WAS TRAVELING BEHIND UNIT 2 IN THE RIGHT LANE. FOR AN UNKNOWN REASON, UNIT 1 STRUCK THE REAR TRAILER OF UNIT 2. UNIT 1 LOST CONTROL AND THEN STRUCK THE FRONT DRIVERS SIDE OF UNIT 3.

THE DRIVER OF UNIT 1 WAS PRONOUNCED DECEASED AT THE SCENE BY ST. CLAIR CORONER CURTIS SCHILDKNECHT.

THE DRIVER OF UNIT 1 (BLAKE B. HINDS) WAS TRAVELING HOME FOR THE HOLIDAYS TO BURLINGTON , IOWA. HE WAS IN THE UNITED STATES MARINE CORPS AND STATIONED AT CAMP LEJUNE, - JACKSONVILLE, NC.

COLLINSVILLE, IL � Lieutenant Parsons, Interim District 11 Commander, announces the results of two roadside safety checks (RSC). One was conducted on December 17 at Illinois Route three and New Poag Rd. The other was conducted on December 18 at 4th St. and Broadway in East St. Louis. The two RSCs resulted in 100 citations issued.
Twenty-one citations were issued for driver license offenses, 27 people were issued citations for not wearing their seat belts, 35 alcohol related citations were issued, including three arrests for driving under the influence (DUI), and 17 other citations were issued. Four people where arrested for outstanding warrants and one person was arrested for possession of cannabis.
Some of the roadside safety checks are funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration, and administered by the Illinois Department of Transportation, division of Traffic Safety.

COLLINSVILLE, IL - In the Metro-East the interstates and state routes are passable for the most part. Drivers are reminded to drive with caution (reduce speed and increase vehicle following distance) as there could still be icy patches in some areas.

Nineteen crashes were handled by the Illinois State Police between 7:30 p.m. on December 15 and 1:00 a.m. December 16. Thirteen (13) crashes alone occurred between 7:30 p.m. and 9:00 p.m. on December 15.

Currently the Illinois State Police is NOT handling any crashes NOR are any of the interstates closed/blocked.

Illinois State Police death investigation of Springfield Mayor Timothy J. Davlin
SPRINGFIELD, IL – The Illinois State Police (ISP) announced today it continues to investigate the death of Springfield Mayor Timothy J. Davlin. This investigation is a top priority for the ISP, and all necessary resources are being utilized to expedite its completion. Lieutenant Jeff Jacobs is overseeing the investigation being conducted by ISP Zone 4.

An autopsy conducted this morning by Sangamon County Coroner Susan Boone's office indicates the cause of death to be "a contact gunshot wound to the chest, apparently self-inflicted." While the cause of death has been determined by the autopsy, the manner of death, which is still unknown will be determined at a coroner's inquest which is yet to be scheduled. Additional investigative work continues which includes, but is not limited to, additional interviews, ballistics examination, computer evidence recovery, and fingerprint and telephone analyses. Upon completion, the investigative case file will be provided to the coroner for use in the inquest process.

Until the coroner's inquest has determined the manner of death and the case is closed, no additional information regarding the investigation will be made available.

Illinois State Police investigating death of Springfield Mayor Timothy Davlin
SPRINGFIELD, IL – The Illinois State Police (ISP) announced today it has been requested by the Springfield Police Department to conduct an investigation into the death of Springfield Mayor Timothy J. Davlin.

At this point in the investigation, the ISP is conducting an investigative canvas of Mayor Davlin's neighborhood, conducting investigative interviews, and processing the incident scene to include a search of the property. Illinois State Police Investigators will attend the autopsy which is currently scheduled to take place on December 15. The ISP would like to extend its heartfelt condolences to the family and friends of Mayor Davlin, and to the residents of Springfield.

No additional information will be provided until the investigation has been completed.

Narrative: Unit #1 and Unit #3 were traveling westbound on St. Clair Avenue at 70th Street. Unit #2 was traveling eastbound on St. Clair Avenue at 70th Street. Unit #1 was traveling at a very high rate of speed, went out of control, crossed over across the center turn lane, and struck Unit #2 head on. The front seat passenger of Unit #1, Brendal, was ejected from the vehicle, and was later flown to St. Louis University Hospital by ARCH. Unit #1's engine block became detached from the vehicle and struck Unit #3. Unit #2 caught fire from the collision. The driver of Unit #2, Rose, was pronounced dead at the scene by the St. Clair County Coroner. Alcohol was a factor in this traffic crash, and the crash investigation is ongoing.

Collinsville, IL � Lieutenant Parsons, Interim District 11 Commander, announced today the results of the Special Traffic Enforcement Patrols (S.T.E.P) that were conducted from November 1 through November 30. The S.T.E.P. were conducted in Madison and St. Clair counties. District 11 Troopers concentrated on speeding, failure to use occupant restraints and other driving offenses as part of their enforcement efforts.
During S.T.E.P. District 11 Troopers issued 410 citations. Speeding accounted for almost half of the citations (204 issued for speeding) and 85 people were issued citations for not wearing their seat belt. Two people were arrested for driving under the influence and 11 other alcohol related citations were issued. Twelve people were arrested for outstanding warrants and 29 people were arrested for driving while their driver�s license was suspended. Vehicle equipment and registration citations were also issued during S.T.E.P.
Special Traffic Enforcement Patrols involve a combination of increased enforcement and public information designed to raise public awareness of and compliance with all traffic laws. Unit #1 was traveling N/B on IL 157 approximately 1/4 MI. south of Hamel. Unit #1 driver lost control crossing the S/B lane anf ran off the road to the west. Unit #1 overturned coming to rest upside down on the west side of IL 157. Unit #1 driver left the scene and later reported crash to authorities approximately 2 hours later. Approximately 15 feet of guardrail was damaged in the crash along with 3 guardrail posts.

Narrative:
Unit 1 was traveling I-70 W/B at Milepost 27.5 in the left lane. Unit 2 was traveling I-70 W/B at Milepost 27.5 in the right lane. Unit 3 was parked on the right shoulder of the ramp from I-70 W/B to the Silver Lake Rest Area.

Unit 1 made a sudden lane change from the left lane to the right lane and struck Unit 2 in the rear driver's side with the right front side of Unit 1. The impact from the collision caused Unit 2 to lose control and slide off roadway into the drainage ditch north of I-70. Unit 1 also lost control from the collision and began sliding towards the north side of I-70. During the slide Unit 1 overturned and struck the left rear corner of the trailer belonging to Unit 3 with the top of Unit 1.

Unit 1 came to rest on the shoulder of the ramp from I-70 W/B to the Silver Lake Rest Area. Unit 2 sustained damage to the front and rear of the vehicle. Unit
3's trailer sustained damage to the entire rear.

No charges have been filed.

COLLINSVILLE, IL � Lieutenant Parsons, Interim District 11 Commander, announced today that the Illinois State Police will conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of December.
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public. The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not travel in a motor vehicle after drinking.
Alcohol and drug impairment is a significant factor in over 40 percent of all fatal motor vehicle crashes in Illinois. Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.
Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver�s license, and transporting open alcoholic beverages.

Unit two exited the roadway, when down an embankment, and caught on fire. Driver of unit two was trapped inside the vehicle and died due to the fire. The passenger of unit two was transported to St. John's Mercy with severe burns. The driver of unit one was transported to Belleville Memorial Hospital and later died from injuries obtained from the crash. The male and female inside unit two were husband and wife.

Narrative:

Unit one was traveling west on IL-156 approximately 950 feet east of Oexner Lane. Unit one ran off the right side of the road and struck the embankment. Unit one then spun around and rolled over. Unit one landed on its hood with the male subject, Staub, trapped underneath the front end of the vehcle. Amann was located in the back seat of the vehicle and was removed by first responders. Staub was pronounced dead at the scene by the Monroe Count Corner. Amann was Arch Med-Vac to Saint Louis University Hospital.

At this time the crash is still under investigation and no charges have be brought.

Collinsville, IL � State wide, Illinois roadways have seen 718 fatal crashes resulting in 776 deaths so far this year. The Metro-East (Bond, Clinton, Madison, Monroe, and St. Clair counties) has contributed 48 of the fatal crashes resulting in 52 deaths. Of the 48 fatal crashes that occurred in the Metro-East, only three of them were caused by actions outside of the drivers� control*. Drivers� actions, or lack of them, are the primary cause of motor vehicle deaths in the Metro-East.
Drivers failing to yield the right-of-way, following to close, speeding, and improper lane use account for the majority of the causes of fatal crashes in the Metro-East. Alcohol also plays a factor as it was involved in 12 of the fatal crashes.
Fatal crashes can occur on any type of road. In the Metro-East, the majority (17) of fatal crashes were listed as occurring on city streets. Followed by state highways (15), county roads and interstate (each with 7), and then U.S. highways (2).
As we approach the holiday seasons, Lieutenant Parsons, Interim District 11 Commander, would like to encourage motoring public to travel safely. Lieutenant Parsons stated; �It doesn�t matter if you�re going across town, across the county, or across the state, a fatal traffic crash can occur anywhere.� He further stated; �Make sure you watch your speed, keep a good following distance, pay attention to the road in front of you, and make sure everyone is buckled up. We want everyone traveling on Illinois roadways to arrive alive.�

The Illinois State Police, District 11, is currently investigating two fatal crashes that occurred last night and early this morning.

The first fatal crash occurred on November 16, 2010 at approximately 11:10 p.m. It was a single vehicle crash that occurred on IL-156 near Oexner Lane in Monroe County. There were two people in the car (neither were wearing their seat belt - at this time, we are unsure who was driving). One was killed, one was transported by Arch Med-Vac to St. Louis University Hospital (condition unknown).

The second fatal crash occurred on November 17, 2010 at approximately 4:53 a.m. on I-64 westbound at mile post 36 (near the Washington/Clinton County line). A eastbound Chevrolet car went through the median and was driving eastbound in the westbound lanes. The Chevrolet car crashed head first into a westbound truck-tractor semi-trailer. The drivers of both vehicles were killed. The driver of the Chevrolet was transported to an area hospital and later died. The driver of the truck-tractor semi-trailer was pronounced dead at the scene. There was a passenger in the truck-tractor semi-trailer who was transported to St. Johns Mercy (condition unknown).

Investigations are ongoing and more information will be released upon notification of next-of-kin.

The majority of traffic crashes are caused by driver action or inaction. Drivers and passengers should be reminded to ALWAYS wear their seatbelts. Drivers need to watch their speed, don't drink and drive, and pay attention to the road/limit distractions.

The Metro-East has experienced 58 fatal crashes this year, eight have been reported since October 30, 2010. Please see previous press release (released November 5, 2010 - attached to this message) for data on fatal crashes.

Narrative: On 11/13/10, at approximately 7:05 a.m., Basil Y. Khamis
had the tractor trailer (Unit #2) that he had been driving a few minutes
earlier pulled onto the right shoulder and parked on Westbound Interstate
70 at milepost 44. It appears that Khamis had exited his vehicle, and was
standing on the shoulder near or on the white line, next to the trailer
that Unit #2 had been pulling. Unit #1, a tractor trailer, being driven by
Thomas A. Tritt, was traveling westbound on Interstate 70, approaching
Unit #2. Tritt fell asleep, and Unit #1 drifted to the right and struck
Unit #2 and Khamis. Khamis was pronounced dead at the scene by the Bond
County Coroner's Office. Tritt had minor injuries, and was transported to
Greenville Regional Hospital.
