COLLINSVILLE, IL - Illinois State Police, District 11, is currently investigating a car versus school bus crash. The crash occurred at 2:55 p.m. on IL Route 4 just south of Hunter School Road (North of St. Jacob, IL). The road was closed down for approximately one hour but IS NOW OPEN. The bus was carrying 21 students ages 13-16 from the Triad school district. Neither of the driver's were injured and some minor bumps and bruises were reported by the students. NO-ONE WAS TRANSPORTED TO THE HOSPITAL. The investigation is still on-going.

Narrative:



Unit #1, being a 2002 Audi TT Coupe was traveling northbound in the right lane of Northbound Interstate 255 at Milepost #8. Driver of Unit #1 was Andrew R. Padberg- age 47 from St. Louis.

Unit #2, being a 2008 Volvo tractor/box trailer was traveling in the right lane of Northbound Interstate 255 directly in front of Unit #1. Driver of Unit #2 was Gene A. McGowan- age 47 from Riesel, Tx..

Unit #1 rear ended the trailer being pulled by Unit #2. A witness stated that there were no brake lights activated on Unit #1 immediately before the collision, which indicates that driver of Unit #1 may have fell asleep or was distracted and caused the crash.

Driver of Unit #1 was transported to St. Anthonys Hospital in St. Louis, where he was pronounced dead. No one else was injured in the crash.


Several lanes of Northbound Interstate 255 were closed for approximately 45 minutes for the crash.

COLLINSVILLE, IL – Lieutenant Parsons, Interim District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of April.

A roadside safety check is an effective tool for generating voluntary compliance by the motoring public. The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking. Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes. Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois. Each year in Illinois, hundreds of lives are lost in alcohol-related crashes. Don't risk losing your license, your car, and your freedom. If you drive impaired, law enforcement will arrest you.

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver's license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration. The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Interim Director Patrick Keen will give the oath of an Illinois State Police officer to 40 members of Cadet Class 118 during graduation ceremonies. The new officers begin their district assignments in Ashkum, Chicago, Downer's Grove, Pecatonica, Pittsfield, and Sterling on Monday, March 21.

While attending the ISP Academy, the officers went through a 25-week rigorous regimen of physical and classroom instruction which included training in Terrorism Awareness, Domestic Violence, Critical Incident Response, Firearms Training, First Responder Certification, Illinois Vehicle Code, Criminal Law, Motor Carrier Safety, Emergency Pursuit Driving, Juvenile Law, Police Response to Mental Illness, and more.

COLLINSVILLE, IL – On March 16, 2011 at 10:00 a.m. the Illinois State Police, District 11 and Zone 6, held their annual Awards Ceremony. Awards were given by the Illinois Department of Transportation and Illinois State Police to officers for their efforts in making area roadways safer. Service pins were awarded to employees for their years of service to the Illinois State Police. Certificates of recognition and "Saved by the Safety Belt" awards were also presented. • Illinois State Police District 11 is responsible for keeping roadways in Monroe, Clinton, Bond, St. Clair, and Madison counties safe for motorists. Enforcement of state laws and federal regulations assists in providing for safer roadways. The following officers received awards for their enforcement efforts during the 2010 calendar year.
Trooper D. Cullen – 55 DUI arrests.
Trooper J. Randolph – 87 alcohol arrests.
Trooper J. Leckrone – 497 occupant restraint arrests.
Trooper D. Moore – 1,622 total activity (citations and warnings).
Trooper D. Moore – 1,133 speed arrests.
Trooper S. Dannenbrink – 309 criminal arrests.
Trooper W. Owen – 126 Motor Carrier Safety (MCS) inspections.
(non-Commercial Vehicle Enforcement Officer).

• The following individuals were presented with "Saved by the Safety Belt" awards. "Saved by the Safety Belt" is a statewide program to increase awareness of the lifesaving value of safety belts through public recognition of individuals who survived traffic crashes because they were properly buckled up. All certificates and awards are obtained with federal highway safety funds provided to the Illinois Department of Transportation-Division of Traffic Safety by the National Highway Traffic Safety Administration.

• Departmental Recognition – Presented by Commander S. Abbott
o A Certificate of Recognition was presented to Telecommunicator Specialist Judith Feig for going above and beyond her normal duties. Though she was provided very little information, Telecommunicator Feig was able to locate the address and assist with the safe return of a possible Alzheimer's patient.
o A Certificate of Recognition was presented to Special Agent Sean King. Special Agent King rekindled a stale case involving a brutally violent incident. His exceptional investigative and interviewing skills eventually led to the arrest of Keith Recklein for Aggravated Criminal Sexual Assault. Recklein was later convicted and sentenced to 50 years in the Department of Corrections.
o A Certificate of Recognition was presented to members of the Illinois State Police Motorcycle Enforcement Bureau (MEB) for their contributions to speed limit compliance, reduction of fatalities, and enforcement of the "Fatal Five." During four years of patrol MEB officers issued 201,386 citations, recorded 179 Driving Under the Influence arrests, and made 1,282 criminal arrests. Traffic crash fatalities decreased to a record level during the same four year period. The following officers received a Certificate of Recognition:

For many years Walmart has provided assistance to the Illinois State Police by providing their facility, equipment, and manpower. Walmart's continuing assistance is an asset to the Illinois State Police's commitment of enforcing the laws of the State of Illinois in removing criminal activity.
o A Certificate of Recognition was presented to Mr. Ron Shownes, Law Enforcement Coordinator for the U.S. Attorney's Office. Mr. Shownes has been invaluable in his assistance to District 11 and Zone 6. He demonstrates excellence and inspires other to perform at their best. His professional skills and devotion to duty reflects the highest credit upon the U.S. Attorney's Office in the Southern District of Illinois.

COLLINSVILLE, IL – Illinois State Police District 11 Interim Commander, Lieutenant Brad Parsons, has announced District 11 enforcement figures and activity for February 2011.

Illinois State Police District 11 Troopers issued 1,457 citations, 834 written warnings, and made 180 criminal arrests during the month of February. Speeding accounted for 381 citations and 270 citations were issued for occupant restraint violations.

Troopers investigated 260 traffic crashes, assisted 856 motorists, and conducted 315 commercial vehicle inspections, 39 of which were placed out-of-service. There were 39 arrests made for driving under the influence and 53 other citations issued for alcohol related violations.

District 11, which encompasses Bond, Clinton, Madison, Monroe, and St. Clair counties, experienced one traffic crash fatality in February.

According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks.

In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.
