Narrative:


Unit 1, the Ford Fusion, was traveling northbound on Illinois Route 159.
Unit 2, the Pontiac Bonneville, was traveling southbound on Illinois Route
159 - approaching Unit 1. Unit 1, for unknown reasons, traveled into the
southbound lane of traffic, and sideswiped Unit 2. This caused Unit 2 to
cross over the northbound lane, and off the roadway to the east. Unit 2
struck the ditch/embankment and rolled over.


The driver of Unit 2, Karen M. Mavers, was pronounced dead on the scene by
St. Clair County Deputy Coroner Schutzenhofer. Phillips was not injured
from the crash. Both drivers, Phillips and Mavers were wearing their
seatbelts at the time of the crash. Phillips was cited for Improper Lane
Usage.

Illinois State Police Remember IDOT Worker Ryan Nichols;
Orange Ribbons to Fly on District 2, District Chicago & District 15 Squad
Car Antennas During Labor Holiday Weekend

Officers Pay Tribute and Hope to Raise Awareness in Work Zone Safety

(Woodstock/Downer's Grove/Chicago) Starting today, Illinois State Police
will demonstrate their solidarity and support for an IDOT Construction
Engineer, Ryan Nichols, who was fatally struck on August 22, 2011, by a
vehicle while performing his duties at the job site on Route 14 at Route 47
& Dean Street in Woodstock.

Ryan, a graduate of the University of Wisconsin, Milwaukee, began his
employment with the Illinois Department of Transportation, Region One in
May of 2002 after working for Wisconsin DOT. Ryan was assigned to the
Bureau of Construction as an Inspector.

"We work hand in hand with our IDOT partners on a daily basis to raise the
awareness of safety on the roads to reduce traffic crashes and prevent loss
of life. Our Troopers want motorists and the community to see the orange
ribbons and think about Ryan and his tireless dedication as an IDOT worker
to building safer roads," said ISP Director Hiram Grau.

"Our hearts are heavy with grief for this young man and his family because
Troopers know firsthand about the dangers that come with the job in public
safety," said ISP Operations Colonel Robert Haley.

Illinois State Police and IDOT are also encouraging motorists and fellow
employees in the Woodstock area to join them in showing their support by
attaching an orange ribbon to car antennas during the Labor Day holiday
weekend.

"Woodstock police will join our ISP partners in demonstrating support for
Ryan and his family and we hope that our collective message raises
awareness to the dangers involved in the field of public safety," said
Woodstock Chief Bob Lowen.

More than 300 ISP squad cars from the Elgin, Chicago and Downer's Grove
Districts will affix orange ribbons to squad car antennas.

Ryan leaves behind a wife, a 2-year-old-son, and 5-month-old twin boys.

Narrative:
On 08/25/11, at approximately 6:30 p.m., District 11 was notified of a
pedestrian traffic crash on Chain of Rocks Road at Dial Drive, Mitchell,
IL. A bobtail truck tractor had exited Dial Drive onto eastbound Chain of
Rocks Road. While exiting, the truck tractor struck a female pedestrian
identified as Brandy Broyles (F/W; DOB: 06/07/79) of Granite City. Broyles
sustained serious injuries and was airlifted from the scene by ARCH
helicopter to St. Louis University Hospital, St. Louis, MO. Broyles
subsequently died of her injuries.

No charges are anticipated at this time due to the pedestrian also having a
duty to yield to traffic in the absence of a sidewalk or crosswalk.

Narrative: Unit 1, the pick up truck, was traveling west on Illinois Route
140. Unit 2, the motorcycle, was traveling east on Illinois Route 140, and
was approaching Unit 1. Unit 1 turned left (south) into a private
residence at 7026 State Route 140 directly in front of Unit 2. Unit 2
struck Unit 1 in the passenger door, and ejected both occupants of Unit 2.
Both occupants of Unit 2 were wearing helmets. Driver of Unit 2, Hepler,
was critically injured, and was flown from the scene by Arch Helicopter to
St. Louis University Hospital. The rear passenger of Unit 2, Wallace, was
seriously injured, and was transported by ambulance from the scene to Alton
Memorial Hospital, and she was later transferred to Barnes Hospital. She
is in stable condition. The driver of Unit 1, Yates, and both passsengers
of Unit 1 were not injured in the crash.

Narrative:
Unit #2, a pedestrian, was a passenger in a vehicle that had stopped to
check for injuries at a crash that had just occurred on Interstate 55
northbound at Mile Post 4.8 in the center lane (See Previous Crash Release
- Crash Report #11-11-2233). The pedestrian's vehicle was parked on the
left shoulder and she was out of her vehicle standing in the left lane.

Unit #1 was traveling on Interstate 55 northbound. When the driver of Unit
#1 saw the disabled vehicle in the center lane from the previous crash.
Unit #1 changed lanes to the left to avoid colliding with the vehicle from
the previous crash and struck the pedestrian. The pedestrian was thrown
onto the left shoulder of the I-55/70 southbound/westbound lanes.

Unit 2 was traveling I-55 Northbound at milepost 4.8 in the middle lane.
Unit 1 was traveling I-55 northbound at milepost 4.8 in the middle lane.
Unit 1 rear ended the trailer of unit 2. Unit 2 continued northbound and
did not stop. Unit 1 sustained heavy front end damage and driver refused
medical. The driver of Unit 1 stated she looked down while driving and
when the driver looked up a semi was stopped in the roadway and she struck
the rear of the trailer. The driver of unit 1 was arrested for Driving
Under the Influence and issued a citation for failure to reduce speed to
avoid an accident.

ILLINOIS STATE POLICE ANNOUNCES UPCOMING ROADSIDE SAFETY CHECKS.


COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced
today that the Illinois State Police may conduct Roadside Safety Checks
(R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and
Clinton counties, during the month of September.

A roadside safety check is an effective tool for generating voluntary
compliance by the motoring public. The potential to come across these
checks encourages motorists to arrange designated drivers, keep their
consumption of alcohol within the allowable limits, or not drive a motor
vehicle after drinking. safety checks are designed to keep our roads safe
by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs
every 45 minutes. Alcohol and drug impairment are significant factors in
over 40 percent of all fatal motor vehicle crashes in Illinois. Each year
in Illinois, hundreds of lives are lost in alcohol-related crashes. Don't
risk losing your license, your car, and your freedom. If you drive
impaired, law enforcement will arrest you.

Officers working the R.S.C. will also be watchful for drivers who are
operating vehicles in an unsafe manner, driving with a suspended or revoked
driver's license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States
Department of Transportation, National Highway Traffic Safety Adm
inistration. The grant is administered by the Illinois Department of
Transportation, Division of Traffic Safety.

ISP Zone 6 WAVE Detail Targets Gun Traffickers in East St. Louis
4 Suspects in Custody

Collinsville, IL – The Illinois State Police Zone 6 WAVE (Working Against
Violent Elements) detail apprehended four offenders Thursday night after
obtaining information about illegal firearm sales.

At approximately 4:45 a.m., police responded to 13th and St. Clair Avenue
for a call of a possible carjacking. A female victim from Madison told
police that her car was being blocked by another vehicle with armed
offenders.

One of the offenders discharged a Taser at the female victim and stole the
vehicle. WAVE Unit Officers later located the burning 2003 Chevrolet
Cavalier in Lincoln Park. Officers also responded to a separate incident
at approximately 6:14 a.m. in the 3300 block of State Street. A male
victim from Caseyville also reported a carjacking and that he was Tasered
by a group of armed offenders.

WAVE focuses its efforts on combating violent crime in East St. Louis,
Washington Park, and surrounding communities. WAVE is a collaboration of
law enforcement officers from the Illinois State Police, the Metropolitan
Enforcement Group of Southwestern Illinois (MEGSI), St. Clair County
Sheriff's Department, Madison County Sheriff's Department, East St. Louis
Police Department, U.S. Attorney's Office, Federal Bureau of Investigation,
Bureau of Alcohol, Tobacco, Firearms, and Explosives, Drug Enforcement
Agency, and United States Marshals Service. Since 2009, the Task Force has
seized over 400 firearms, $161,800 in currency, 33 stolen vehicle
recoveries, and over 1,200 grams of cocaine.

Arrests made by ISP WAVE detail members range from weapons charges and drug
possession to domestic battery and outstanding warrants.

The investigation is ongoing, and anyone with information about these
crimes is urged to contact the East St. Louis Police Department at 484-6700

Bolsters Security for 2011 Illinois State Fair


SPRINGFIELD—Illinois State Police (ISP) Director Hiram Grau announced
safety and security plans for the 2011 Illinois State Fair. "The Illinois
State Fair begins on Friday, August 12, and is expected to draw thousands
of tourists and citizens statewide," said ISP Director Grau. "State fairs
and parades are an opportunity for families, neighbors, and friends to come
together to celebrate. We want them to celebrate responsibly, which is why
we are reminding the public about safety concerns," he added.

Due to the forecasted cooler temperatures, the fair is expected to draw
even larger crowds this year. The Illinois State Police, along with
Illinois State Fair organizers, encourage families and participants to take
advantage of the celebrations with public safety in mind. Director Grau
stressed the importance of working co-operatively with Fair organizers and
local businesses, and applauded their efforts to make sure public safety
plans are well coordinated.

The Illinois State Police will have more than 150 officers assigned to the
State Fair, along with a full complement of resources and specialized units
to provide public safety. The carnival area will also be closely monitored
by surveillance cameras, along with non-uniformed officers.

The Illinois State Police, along with the Springfield Police and Sangamon
County Sheriff's Office, will conduct joint details outside of Gates 1 and
2 nightly from 9 p.m. to 1 a.m. to closely monitor and enforce public
safety issues such as illegal parking, loitering before and after events,
disorderly conduct, excessive adult alcohol consumption, and illegal
alcohol consumption by minors.

The Springfield Fire Department is also prepared for emergency medical
services during the event, and the Red Cross First Aid Station is located
near the southwest corner of the Emerson Building. Fairgoers are reminded
to stay hydrated.

The ISP Fairground Central Headquarters is located behind the Grandstand,
and an ISP Information Booth is located across from the Midway Carnival.

"The State Fair is an Illinois tradition and nationally recognized event,
and we want everyone to enjoy the performances and fairground festivities
safely," said Director Grau.

Illinois State Police Announce Plans for Cadet Class 119
74 Cadets to Train at ISP Training Academy in August



SPRINGFIELD – Illinois State Police (ISP) Director Hiram Grau announced the

start date of Cadet Class 119. Seventy-four cadets will enroll in an

extensive 25-week training program on August 21, 2011, and are expected to

graduate in February 2012.



Once training is completed, Cadets will join the ISP ranks as Probationary

Troopers, and be assigned to various districts statewide.



"August 21 will mark the beginning of a long training journey for these

dedicated men and women who will soon join the ranks to become part of the

ISP's proud tradition," said ISP Director Hiram Grau. "It is the priority

of this Organization and the State of Illinois to ensure that adequate

police resources are available to serve and protect the citizens of

Illinois. At the end of their training, this new class of cadets will be

ready to support that public safety mission," he added.



Cadets will undergo an extensive 25-week training program at the ISP

Academy in Springfield. Cadets are required to remain at the training

academy overnight, five days a week. "The training is demanding and will

challenge these men and women on the basic tenets of law enforcement - on a

physical, emotional, and intellectual basis," said ISP Training Academy

Commander Rebecca Long. "When their training is completed, these cadets

will be held to the highest standard of accountability unlike no other

profession," she stressed.



Members of Cadet Class 119 will undergo a regimen of physical and classroom

instruction, which includes training in Terrorism Awareness, Domestic

Violence, Critical Incident Response, Firearms Training, First Responder

Certification, Illinois Vehicle Code, Criminal Law, Motor Carrier Safety,

Emergency Pursuit Driving, Juvenile Law, Police Response to Mental Illness,

and more.



Additionally, the Academy is embarking upon ways to enhance cross cultural

awareness and diversity training as part of the educational curriculum.

"Incorporating this basic understanding and awareness of other cultures

will give our cadets better insight into the different communities they

will serve," said Lieutenant JoAnn Gumz, who coordinates the Department's

training initiatives.



In addition to the 25-week Academy Training, Probationary Troopers are also

required to participate in one-on-one mentoring with Field Training

Officers (FTO) under a 14-week field training program, expanding their

training to 39 weeks. Probationary Troopers who successfully complete the

training with an FTO are advanced to solo-patrol status, where they will

join the ranks of Troopers on patrol to safeguard the citizens and State of

Illinois.

ILLINOIS STATE POLICE REMINDS MOTORISTS THAT SCHOOL IS STARTING

Watch For: Children as They Walk or Ride Bikes to School, Stopped School
Buses, and School Speed Zones.

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain B.
Parsons, would like to remind motorists that area schools will soon open
their doors and begin the new school year. Motorists should be on the
lookout for children and increased traffic near schools.

The start of the school years means an increase in children walking and
riding their bikes during the morning and evening commutes. Motorists
should be on the lookout for children darting out between parked cars and
children riding their bikes to and from school. As parents drop off their
children before school and pick them up after school, there will also be an
increase in vehicle traffic during the morning and evening commute.

Motorists are reminded to watch their speed in school zones and limit their
distractions. The speed limit in school zones is 20 m.p.h. and is in
effect from 7a.m. to 4 p.m. It is illegal to talk on a cell phone in a
school zone and it is always illegal to text while driving. Speeding in a
school zone is a $150 fine and talking on a cell phone in a school zone or
texting while driving is a $120 fine.

Motorists approaching a stopped school bus with lights activated and sign
extended must stop their vehicle before reaching the school bus. Failure
to do so can result in a $150 fine and the suspension of your driver's
license for three months. Also remember that pedestrians have the
right-of-way in a crosswalk.

"As school begins, remember to slow down and pay attention while driving
through school zones." stated Captain B. Parsons. "Not only do we want
our children to be safe while they are in school, we also want them to be
safe going to and coming home from school."

Illinois State Police District 11 monthly activity announced for July.

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain B.
Parsons, has announced District 11 enforcement figures and activity for
July 2011.

Illinois State Police District 11 Troopers issued 2,030 citations, 1,020
written warnings, and made 99 criminal arrests during the month of July.
Speeding accounted for 826 citations and 322 citations were issued for
occupant restraint violations.

Troopers investigated 241 traffic crashes, assisted 762 motorists, and
conducted 435 commercial vehicle inspections, 82 of which were placed
out-of-service. There were 30 arrests made for driving under the influence
and 58 other citations issued for alcohol related violations.

According to the National Safety Council the major contributing factors to
motor-vehicle deaths in the United States are lack of occupant protection,
alcohol, speeding, young drivers, distractions, and large trucks.

In an effort to reduce fatalities, the Illinois State Police uses
enforcement activities and educational programs to fight these major
contributing factors.
