Illinois State Police to Conduct Nighttime Enforcement Patrols


COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Nighttime Enforcement Patrols (NITE) in St. Clair or Madison County during the month of October.

Officers working NITE patrols will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, not properly buckled up and driving under the influence.

Alcohol and drug impairment is a significant factor in over 40 percent of all fatal motor vehicle crashes in Illinois.  The ISP has zero tolerance for impaired drivers.  If you drive drunk, you will be arrested.

These nighttime patrols are designed to keep our roads safe by taking dangerous DUI offenders off the road and ensuring all vehicle occupants are buckled up.  

This project is funded by the Illinois Department of Transportation, Division of Traffic Safety.

Illinois State Police to Conduct Occupant Restraint Enforcement Patrols


COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Occupant Restraint Enforcement Patrols (OREP) in St. Clair or Madison County during the month of October.  

OREP allows the ISP to target an area with saturation patrols that focus on traffic violations and related compliance with safety belt and child safety seat laws.  Safety belt enforcement zones will also be set up to ensure the driver and passengers are buckled up.  Beginning January 1, 2012, Illinois law requires all vehicle passengers (front and back) to be buckled up!

Safety belts are one of the most effective safety devices in vehicles today, estimated to save over 16,000 lives each year.  Over half of vehicle occupants killed in a traffic crash were not properly buckled up.  

The objective of this program is to increase compliance of occupant restraint laws through education, child seat inspections, and enforcement.  Greater awareness, acceptance, and use of occupant protection equipment will save many lives.  

This project is funded through the Illinois Department of Transportation, Division of Traffic Safety.

Illinois State Police to Conduct Alcohol Countermeasure Enforcement Patrols


COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Alcohol Countermeasure Enforcement (ACE) patrols in St. Clair or Madison County during the month of October.

Illinois State Police Announce Results of Alcohol Countermeasure
Enforcement Surveillance Details

Collinsville IL ? Illinois State Police, Zone 6 officers conducted Alcohol
Countermeasure Enforcement (ACE) surveillance at various establishments
during the evening hours of Friday, September 21, 2012, in Madison County.
The purpose of these ACE details is to determine which businesses may be
selling alcoholic beverages to minors (persons under 21 years of age).
A total of 23 locations were surveyed in Edwardsville, Glen
Carbon, Maryville and Troy. Of those businesses, Super Valu, 523 Troy
Plaza, Troy, Phillips 66 Gas Station, 804 South Main, Troy, and Walgreens,
2 Cottonwood Road, Glen Carbon, were involved in the sale of an alcoholic
beverage to a minor. Store employees Donald J. Callahan, Erica A.
Burraughs and Trudy V. Neely were arrested for Unlawful Delivery of
Alcoholic Liquor to a Minor, a Class A misdemeanor. All were released
pending a notice to appear in court. The public is reminded that charges
are merely accusations and all defendants are presumed innocent unless
proven guilty. This project was funded by the Illinois Department of
Transportation, Division of Traffic Safety.

Narrative: Unit 1, an Alhambra/Hamel Ambulance, was responding to a
medical emergency at the Interstate 55 Southbound Rest Area at milepost 28.
Unit 1 was traveling southbound on Interstate 55, in the right lane, at
milepost 28. Unit 2 (a tractor-trailer) was traveling southbound on
Interstate 55, in the right lane, directly behind Unit 1. Unit 1 made a
sudden turn to the right, as if to attempt to exit onto the ramp that runs
from the Interstate 55 southbound Rest Area to Interstate 55 Southbound (as
if to go up the ramp the wrong way). Unit 2 struck the rear passenger side
of Unit 1, causing Unit 1 to overturn. Both drivers and both passengers (4
persons) were injured and went to Anderson Hospital in Maryville with
Laughlin Ambulance. No charges were issued.

Another Illinois State Police Traffic Stop Leads to Discovery of More Illegal Drugs

Traffic Stop Leads to Discovery of 3.6 Pounds of Methamphetamine.

MADISON COUNTY, IL – Captain Brad Parsons, District 11 Commander, announces the seizure of illegal drugs.  The seizure occurred on September 9, 2012 at approximately 12:07 a.m. on I-55 northbound near Troy.  Seized was approximately 3.6 pounds of methamphetamine with an estimated street value of $330,000.  
 
On September 9, at approximately 12:07 a.m. an ISP Trooper stopped a silver SUV for improper lane usage.  Further investigation led the Trooper to believe there was criminal activity.  The Trooper asked for and was given consent to search the vehicle.  An ISP K-9 was also requested and arrived on scene.  The K-9 positively alerted to the presence of an illegal substance.  A search of the SUV revealed three cellophane wrapped bundles containing approximately 3.6 pounds of methamphetamine.  

“This is the second time in the last few weeks a Trooper has made a traffic stop and found a significant amount of illegal drugs,” said Captain Parsons.  “If criminals continue to traffic drugs through Illinois, we will continue to find them and put them in jail,” he continued.

On August 29, 2012 a Trooper conducted a traffic stop on I-70 eastbound near Pierron.  That traffic stop led to the discovery of 7.9 kilograms of cocaine with an estimated street value of $790,000.  

Julian Astorga Moreno, age 31 of Phoenix Arizona, a passenger in the vehicle, is currently being held in the St. Clair County Jail pending federal charges for drug trafficking.  An immigration detainer was issued for the driver of the SUV and another passenger in the vehicle.  They are being held at Madison county pending possible deportation by U.S. Immigration and Customs Enforcement (ICE).  An immigration detainer has also been issued by ICE for Moreno.    


THE PUBLIC IS REMINDED THAT ALL ARRESTED PERSONS ARE MERELY ACCUSED OF THE CHARGES AGAINST
THEM AND ARE PRESUMED INNOCENT UNLESS PROVEN GUILTY IN A COURT OF LAW.

Illinois State Police Announces Upcoming Roadside Safety Checks

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in St. Clair or Madison counties during the month of October.
 
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes.   Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.

Narrative: Unit 1 was traveling north on Illinois Route 255
approaching Wagon Wheel Road. Unit 1 went off of the road to the left for
unknown reasons into the grass median. Unit 1 continued northbound in the
center grassy median and went down and under Illinois 255, across Wagon
Wheel Road, and struck the concrete bridge base on the north side of the
bridge that allows Illinois Route 255 to cross over Wagon Wheel Road. The
driver of Unit 1, Ronald E. Little was seriously injured, and was
transported to St. Louis Hospital via ARCH Helicopter. Little was cited
for Improper Lane Usage and Illegal Transportation Of Alcohol. No other
vehicles were involved in this crash. No one else was involved or injured
from this crash.

Narrative:


Unit 2 (a van) was traveling north on Interstate 255 in the center lane
from milepost 4. Unit 1(a motorcycle), driven by Mueller, was traveling
north on Interstate 255 approaching Unit 2. According to witnesses, Unit 1
was traveling at a very high rate of speed. Unit 1 struck the rear end of
Unit 2. Mueller was thrown from his motorcycle, and both he and the
motorcycle skidded a few hundred feet down the roadway. The motorcycle
caught on fire, and was completely burnt. Mueller was seriously injured,
and was taken to St Anthony's Hospital for treatment. Mueller was wearing
his helmet at the time of the crash. Mueller was cited for Driving Under
The Influence Of Alcohol and Failure To Reduce Speed To Avoid An Accident.
No one else was injured from the crash.

Illinois State Police District 11 Announces Monthly Activity for August


COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain Brad Parsons, has announced District 11 enforcement figures and activity for August 2012.

Illinois State Police District 11 Troopers issued 2,173 citations, 1,102 written warnings, and made 126 criminal arrests during the month of August.  Speeding accounted for 1,046 citations and 349 citations were issued for occupant restraint violations.

Troopers investigated 227 traffic crashes, assisted 615 motorists, and conducted 297 commercial vehicle inspections, 40 of which were placed out-of-service for safety reasons.  There were 28 arrests made for driving under the influence and 62 other citations issued for alcohol related violations.

District 11, which encompasses Bond, Clinton, Madison, Monroe, and St. Clair counties, experienced five traffic crash fatalities in August.  

According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks.  

In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.
