Narrative:
Driver Unit #2 was traveling eastbound on I-64 at mile post 14.9 in the far
right lane. STARAL'S vehicle, a red 92 Chevrolet pickup, was unoccupied
with the hood up, on the right shoulder of the roadway. The driver of Unit
#2 advised STARAL stepped into her lane of travel, in front of her vehicle
waving his arms. STARAL was struck with the front end of Unit #2,
passenger side. The accident was reconstructed by the ILLINOIS STATE
POLICE.
STARAL was transported to Memorial Hospital where he was pronounced
deceased by the. Williams received no injuries.

until the government is able to prove its charges in court beyond a
reasonable doubt.
