COLLINSVILLE, IL – Lieutenant Parsons, Interim District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of March.

A roadside safety check is an effective tool for generating voluntary compliance by the motoring public. The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking. Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes. Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois. Each year in Illinois, hundreds of lives are lost in alcohol-related crashes. Don't risk losing your license, your car, and your freedom. If you drive impaired, law enforcement will arrest you.

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver's license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration. The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

COLLINSVILLE, IL (February 17, 2011) - Illinois State Police District 11 is attempting to locate and arrest Nathan Yarbough, age 39, of St. Louis, Missouri. On Wednesday, February 16, 2011, the St. Clair County States Attorney's office charged Yarbough with one count of Obstructing a Police Officer, bond on the arrest warrant was set at $30,000. On February 9, 2011, at 2:10 a.m., Yarbough was stopped by an Illinois State Police trooper for a traffic violation. Yarbough fled on foot after the trooper requested he perform field sobriety tests. One of the assisting troopers was injured while conducting a ground search for Yarbough. It was also determined Yarbough has two outstanding arrest warrants for failure to appear on traffic charges and his Illinois Driver's License was suspended. Anyone with information on Yarbough is asked to call Illinois State Police at 618-346-3627, or CrimeStoppers at 866-371-TIPS (8477). CrimeStoppers offers rewards up to $1000 for information on crimes. Information to CrimeStoppers maybe provided anonymously.

COLLINSVILLE, IL – Illinois State Police District 11 Interim Commander, Lieutenant Brad Parsons, announced a summary of District 11 activity for calendar year 2010. District 11 includes the counties of Madison, St. Clair, Clinton, Bond, and Monroe.

During 2010, District 11 handled 61,242 incidents. These incidents include, but are not limited to, traffic stops, calls for service, assisting motorists, crash investigations, and assisting other police agencies. District 11's commitment to keeping Illinois roadways and communities safe is demonstrated by the activity generated by District 11 Troopers. Troopers assisted 9,531 motorists and issued 24,863 citations and 13,757 warnings in 2010.

The Illinois State Police identifies the top five causes of fatal crashes as speeding, driving under the influence (DUI), not wearing seatbelts, following too closely, and improper lane usage. In an effort to combat the top five causes of fatal crashes, District 11 Troopers issued 9,994 citations and 4,461 warnings for speeding in 2010. Troopers also arrested 464 people for DUI and made 1,005 other alcohol related arrests. Improper lane usage and following to close accounted for 845 citations and 5,395 citations were issued for seatbelt/child restraint violations.

The Illinois State Police is also responsible for inspecting the commercial motor vehicles we share the road with everyday. During 2010 District 11 Troopers inspected 5,911 commercial motor vehicles and placed 1,105 of them out-of-service. Out-of-service violations range from equipment issues with the vehicle to improper actions of the driver of the vehicle.

Troopers investigated 3463 crashes in 2010. Roadways in District 11 witnessed 69 fatal crashes which included 74 deaths. City streets and state highways had the highest number of fatal crashes at 26 and 22 respectively. Interstate roadways accounted for 11 fatal crashes, county roads accounted for eight and U.S. highways accounted for two. Although the number of fatalities was up slightly from 2009, it was still a 15 percent decrease from the previous five year average.

District 11 Troopers made 2,234 criminal arrests during 2011. Arrests were made for, but not limited to, weapons charges, drug possession, domestic battery, and outstanding warrants. Drug arrests resulted in taking over 233 pounds of cannabis off the streets and seizing 91,610 dollars. Arrests and other activities resulted in Troopers completing 1,791 written reports.

District 11 Troopers also participated in the WAVE (Working Against Violent Elements) Task Force. WAVE focuses its efforts on combating violent crime in East St. Louis, Washington Park, and surrounding communities. WAVE is a collaboration of law enforcement officers from the Illinois State Police, the Metropolitan Enforcement Group of Southwestern Illinois (MEGSI), the St. Clair County Sheriff's Department, the East St. Louis Police Department, the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the United States Marshals Service.

For 2011, District 11 will continue to focus on traffic enforcement, safety education, and traffic safety partnerships to make Illinois a safe place for our citizens and visitors.

Narrative: Unit #2 had an air brake problem on it's trailer, and had parked (with hazard lights flashing) on the far right shoulder of Interstate 64 at milepost 11.5. The driver of Unit #2 had exited his vehicle, and was walking back on the shoulder to try to correct the brake problem. Unit #1 was traveling westbound on Interstate 64 in the far left lane approaching Unit #2. Unit #1 suddenly swerved across the middle and far right lane, and onto the right shoulder, striking the rear end of Unit #2's trailer.

The driver of Unit #1 was taken by ambulance to St. Louis University Hospital. She later had no recollection of why she swerved across the lanes of travel and off of the roadway. The driver of Unit #2 was not injured. The far left and center lanes of westbound Interstate 64 were closed for approximately 1.5 hours.

COLLINSVILLE, IL - Illinois State Police, District 11, continues to receive reports of damage to vehicles from ice falling off other vehicles. 

The public is reminded to remove all ice and snow buildup on their vehicles before traveling.  According to Illinois law it is illegal to move a vehicle on the highway "which is in such unsafe condition as to endanger any person or property." 

Along with receiving a citation the driver of a vehicle may also be civilly liable for damage caused from objects falling off their vehicle and striking other vehicles.  

Please take a few extra minutes and clear all of the ice and snow buildup off of your vehicle.

COLLINSVILLE, IL – Illinois State Police (ISP) District 11 Interim Commander, Lieutenant Brad Parsons, has announced District 11 enforcement figures and activity for January 2011.

ISP District 11 Troopers issued 1,327 traffic citations and made 105 criminal arrests during the month of January. Troopers investigated 256 traffic crashes, assisted 984 motorists, and conducted 383 commercial vehicle and driver inspections, 51 of which were placed out-of-service. Two-hundred-ten individuals were cited for occupant restraint violations and 34 drivers were arrested for DUI. Fifty-four citations were also issued for other alcohol related violations.

District 11, which encompasses Bond, Clinton, Madison, Monroe, and St. Clair counties, experienced five traffic crash fatalities in January. According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks. In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.

COLLINSVILLE, IL - Illinois State Police, District 11, is currently working a crash at I-255 northbound at milepost 16.8 (near the I-255 and IL Rt 15). One vehicle, no injuries, and no lane blockage.

We are still getting a few calls for assistance throughout the Metro-east area. Please remember to drive slow and allow plenty of time to reach your destination.

Slush being thrown up by semitrucks is quickly freezing on windshields. Make sure you have plenty of windshield fluid in your vehicle before you leave the house.

COLLINSVILLE, IL - Illinois State Police, District 11, reports that the overnight hours were relatively calm with only two crashes occurring. Neither of the crashes involved injuries. Since 6:00 a.m. on February 1 the Illinois State Police, District 11, has handled 29 crashes and assisted over twice as many stranded/stuck motorists. Of the 29 crashes handled, three of them involved injuries. We have seen a lower volume of traffic on the roads during the storm. Had the traffic volume not been as light the number of crashes and injuries could have been much higher.

Interstates are passable but portions are still snow/sleet/slush covered. This is not a green light for people to start heading out and about. We still urge people to only get out ONLY if they need to.

If it is necessary to drive, motorists are reminded to drive safely and at slower speeds even if the road seems clear. The areas that appear clear may actually be ice covered.

* I55/70 at Fourth Street in East St. Louis. Crash involving one car. Property damage only.
* I70 eastbound at milepost 31(near Pierron). Troopers and tow trucks are returning to the sight of a early morning crash involving an overturned semitruck and trailer. There could be possible lane closures during the removal of the semitruck and trailer.

Please remind the public that if you find it necessary to travel in this weather make sure:
* you have a full tank of gas.
* you have a fully charged cell phone.
* you tell someone when you are leaving, where you are going, and what time you should arrive.

COLLINSVILLE, IL - Troopers working the road are stating that road conditions are deteriorating rapidly. The further you get away from the Metro-east area, the worse the roads will get.

New Incidents:
U.S. Rt. 50 @ Diekember curve (east of Carlyle). Personal injury crash involving an SUV and trucktractor-semitrailer with lane blockage.
Multiple crashes along with cars sliding into the ditch are being reported as this release is being composed.

Since 6:00 a.m. this morning the Illinois State Police, District 11, has handled 13 crashes. Two of those crashes have involved injuries.

* I-255 Southbound at milepost 25.6 (near Horseshoe Lake Road, Collinsville) there is a car in the center median. No lane blockage.
* I-255 Northbound to I55/70 westbound (also near Collinsville) a jack-knifed semi-truck. No lane blockage.
* I-64 Eastbound at milepost 27 (near New Baden) an overturned large straight truck off the roadway. No lane blockage.
* I-255 Northbound at milepost 10 (near Dupo) a car spun out of control and struck the guardrail.

No injuries were reported with any of these crashes.

COLLINSVILLE, IL - The Illinois State Police, District 11, is currently working an injury crash on IL-159 at Mulligan (south of Belleville). No lane blockage is reported with the crash.

We are starting to get numerous calls on cars sliding into ditches. Please remind motorists:
- Please drive slow. The road may seem clear but there are slick spots.
- Just because you are in an four-wheel-drive SUV/Truck, doesn't mean you are immune from sliding into a ditch.
- Give the snowplows plenty of room and be prepared for them to stop/turn around.

COLLINSVILLE, IL - Illinois State Police, District 11, is currently working a crash at I-70 eastbound at milepost 32 (near Pierron). A truck-tractor semi-trailer has overturned. There is no lane blockage and no injuries have been reported.

There is also a jack-knifed truck-tractor semi-trailer on I-70 at exit 36 westbound (Pocahontas) on the exit ramp. No injuries reported.
