Subject Who Fled From Traffic Stop Apprehended

COLLINSVILLE, IL – District 11 Commander, Captain B. Parsons, announces that Horacio Hernandez has been apprehended.  At approximately 9:30 p.m. Hernandez was taken into custody on Prairie Road north of Mayer Road near Silver Lake.

Hernandez was stopped for a traffic offense on I-70 near mile post 26 (east bound Silver Lake rest area) and the Trooper suspected criminal activity.  At approximately 2:45 p.m., while a search of the vehicle was being conducted, Hernandez fled the scene.    A large quantity of drugs was later located in Hernandez's vehicle.  

Hernandez was taken into custody after a short foot pursuit.  

The arrest was without incident.

Illinois State Police Searching for Person Who Fled Traffic Stop

COLLINSVILLE, IL – The Illinois State Police (ISP), District 11, is looking for Horacio Hernandez, a 47 year-old Hispanic Male who is 5' 7", 200 pounds, black hair and brown hair.  Hernandez was last seen wearing blue jeans, a teal shirt, and a tan "Members Only" jacket.  He is believed to be in the area north of I-70 between Gigler Road and the west side of Silver Lake (near Highland, IL).

Hernandez was stopped for a traffic offense on I-70 near mile post 26 (east bound Silver Lake rest area) and the Trooper suspected criminal activity.  At approximately 2:45 p.m., while a search of the vehicle was being conducted, Hernandez fled the scene.    A large quantity of drugs was later located in Hernandez's vehicle.  

Hernandez did not possess any weapons at the time he fled the traffic stop.  Anyone with information should call 911.

Illinois State Police Announce Special Traffic Enforcement Patrols

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct special Traffic Enforcement Patrols (sTEP) in St. Clair or Madison County during the month of May.  

The sTEP program involves a combination of increased enforcement and public information designed to raise public awareness and compliance to all traffic laws.  District 11 Troopers will concentrate on speeding, failure to use occupant restraints, and other driving offenses as part of their enforcement efforts.  Speeding is a contributing factor in 31 percent of all fatal crashes nationwide.  In Illinois, speed-related crashes account for 37 percent of all traffic fatalities.  

Safety Belt Enforcement Zones may also be used during the sTEP program.  Troopers will enforce the primary safety belt law to ensure drivers and all of their passengers are buckled up.  

Every hour someone dies in America simply because they are not wearing their safety belt.  Statistics show that half of all people killed in traffic crashes are not properly buckled up.  You can save your life by driving safely and simply buckling up.  

This project is funded by the Illinois Department of Transportation, Division of Traffic Safety.

Illinois State Police to Conduct Nighttime Enforcement Patrols

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Nighttime Enforcement Patrols (NITE) in St. Clair or Madison County during the month of May.

Officers working NITE patrols will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, not properly buckled up and driving under the influence.

Alcohol and drug impairment is a significant factor in over 40 percent of all fatal motor vehicle crashes in Illinois.  The ISP has zero tolerance for impaired drivers.  If you drive drunk, you will be arrested.

These nighttime patrols are designed to keep our roads safe by taking dangerous DUI offenders off the road and ensuring all vehicle occupants are buckled up.

Illinois State Police to Conduct Occupant Restraint Enforcement Patrols

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Occupant Restraint Enforcement Patrols (OREP) in St. Clair or Madison County during the month of May.  

OREP allows the ISP to target an area with saturation patrols that focus on traffic violations and related compliance with safety belt and child safety seat laws.  Safety belt enforcement zones will also be set up to ensure the driver and passengers are buckled up.  Beginning January 1, 2012, Illinois law requires all vehicle passengers (front and back) to be buckled up!

Safety belts are one of the most effective safety devices in vehicles today, estimated to save over 16,000 lives each year.  Over half of vehicle occupants killed in a traffic crash were not properly buckled up.  

The objective of this program is to increase compliance of occupant restraint laws through education, child seat inspections, and enforcement.  Greater awareness, acceptance, and use of occupant protection equipment will save many lives.  

This project is funded through the Illinois Department of Transportation, Division of Traffic Safety.

UNIT 1 WAS STOPPED AT THE INTERSECTION OF EDGEWATER DRIVE AND ILLINOIS
ROUTE 156.

UNIT 2 WAS EAST BOUND ON ILLINOIS ROUTE 156 AT THE EDGEWATER INTERSECTION
TRAVELING APPROXIMATELY 45 TO 50 MILES PER HOUR.

DRIVER OF UNIT 2 STATED UNIT 1 PULLED ONTO ROUTE 156 ATTEMPTING TO MAKE A
LEFT TURN (WEST) FROM EDGEWATER DRIVE, DIRECTLY IN FRONT OF HIS UNIT. UNIT
2 SWERVED TO THE LEFT IN ATTEMPT TO AVOID A CRASH, BUT UNIT 1 CONTINUED
INTO THE PATH OF UNIT 2.

UNIT 1 WAS PUSHED INTO A FIELD FROM THE IMPACT, AND CAME TO REST IN A FIELD
TO THE NORTH EAST OF THE INTERSECTION FACING SOUTHEAST.

BOTH OCCUPANTS OF UNIT 1 SUFFERED MAJOR INJURIES. DRIVER OF UNIT 1 NEEDED
TO BE EXTRICATED FROM UNIT 1 BY THE HECKER FIRE DEPARTMENT. BOTH OCCUPANTS
OF UNIT 1 WERE AIRLIFTED BY ARCH HELICOPTER.
