Seven Arrested and Charged for Burglary and Vehicular Theft Conspiracy

Antioch—Law enforcement officials announced the arrest of seven male
offenders charged with burglary, vehicle theft conspiracy, and theft over
$300 for burglarizing a local car dealership with the intent to steal new
vehicles.

The offenders were arrested on Monday, October 17, at 3:30 a.m., several
blocks from the auto dealership as they attempted to steal multiple
vehicles from the car lot. The investigation remains on-going, and details
about the investigation will be available at the conclusion of this case.

"Multi-agency cooperation led to these arrests, and Investigators worked
swiftly on apprehending the offenders - supported by a team of tireless law
enforcement professionals," said Kane/Cook Auto Task Force
Director/Illinois State Police Master Sergeant Bruce Johnson.

This was a cooperative effort by the Antioch Police Department and Illinois
State Police Kane/ Cook Auto Task Force, with assistance from the Lake
County Sheriff's Office, Elgin Police Department, Crystal Lake Police
Department, Kenosha City Police Department, and the National Insurance
Crime Bureau (NICB).

Multiple law enforcement agencies were involved and continue to
investigate. "This is an excellent example of inter-agency cooperation
among law enforcement professionals, and these arrests illustrate what can
be accomplished when we share information, pool resources, and work
together to keep our communities safe," said Antioch Police Chief Craig
Somerville.

Offenders Charged:

Gerald Washington, 20, Chicago
Robert McIntosh, 21, Chicago
Douglas Barrow, 28, Chicago
Darres Winton, 21, Chicago
Vincent Campbell, 26, Chicago
Gregory Williamson, 20, Chicago
Rafel Johnson, 20, Chicago

Charges:

Theft - 720 ILCS 5/16-1 (a) (1) (A) - Class 3 Felony
Vehicle Theft Conspiracy - 625 ILCS 5/4-103.1 (a) – Class 2 Felony
Burglary - 720 ILCS 5/19-1 (a) – Class 2 Felony

The offenders were transported to Lake County Bond Court where they were
remanded to the Lake County Jail on $100,000 bond pending a return court
date of November 27, 2011.

A Class 2 Felony is punishable by 3-7 years in a State Penitentiary and/or
a Fine up to $25,000.00 upon conviction; A Class 3 Felony is punishable by
2-5 years in a State Penitentiary and/or a Fine up to $25,000.00 upon
conviction.

ILLINOIS STATE POLICE CONDUCT TRAFFIC STOP THAT LEADS TO OUTSTANDING
WARRANTS AND ARREST FOR MURDER

Traffic Stop Investigation Uncovers 2 Suspects Wanted for Murder and Parole
Violation

Des Plaines, IL, -- Illinois State Police officials announced arrests from
a routine traffic stop. On October 15, 2011, at 1:05 a.m., an Illinois
State Police Master Sergeant was on routine patrol when he observed a 2004
blue Buick traveling eastbound in the area of Interstate 290 at Laramie.

The Master Sergeant observed an Improper Display of Registration on the
vehicle and proceeded to initiate a traffic stop. Upon further
investigation, the officer learned that the driver, Todd A. Sutton, 42, of
Chicago, was driving with a suspended license. Two additional passengers
inside the vehicle were also questioned and were identified as Michael A
Lane, 29, of Chicago, and Dwayne C Moore, 24, of Chicago.

It was also learned that both passengers, Lane and Moore, were wanted on
warrant(s) for Murder and Parole violation. Lane is wanted for Murder and
Moore is wanted for Parole Violation.

"Our streets and highways are safer today with the arrest of these
offenders -- two offenders wanted for murder and parole violation," said
ISP Director Hiram Grau. "This officer's bravery, training, and experience
guided him through a thorough investigation where he was able to uncover
the identities of two dangerous offenders," Grau added.

Illinois State Police arrested Sutton, Lane, and Moore. Lane and Moore
remain in custody in Cook County.

Narrative:
Unit 1 was traveling East on North Belt West, 403' East of Old St. Louis
Road/IL13. Unit 1 failed to negotiate the curve to the left as the driver
lost control and entered the oncoming lane. Driver unit 1 over-corrected
to the right causing the unit to spinout clockwise, cross the eastbound
lanes, and leave the roadway to the right. Unit 1 hit a speed limit sign,
knocking it down and causing damage to the left side of unit 1.

Passenger 2 was being held on the lap of passenger 1 in the rear passenger
seat. Passenger 2 separated from passenger 1 and was ejected out the
driver's side middle passenger window prior to unit 1 coming to rest.
Passenger 2 came to rest on the ground. Unit 1 came to rest atop passenger
2.

Driver unit 1 said she was traveling about 60mph in the posted 45mph zone
while transporting passenger 2 to the hospital for a facial injury that
happened at home.

Witness 1 said she was traveling West on North Belt West in the left lane
and was forced to take evasive action to the right to avoid a head-on
collision. Witness 1 estimated unit 1's speed to be 60mph.

Witnesses 2 and 3 said unit 1 entered North Belt West from Hillside Lane
and accelerated rapidly until unit 1 spunout. Witnesses 2 and 3 estimated
unit 1's speed to be at least 65mph prior to the crash.

* The public is reminded that criminal defendants are presumed innocent
until the government is able to prove its charges in court beyond a
reasonable doubt.

ILLINOIS STATE POLICE ANNOUNCES UPCOMING ROADSIDE SAFETY CHECKS.

       
COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of November.
 
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes.   Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.  

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration.  The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Narrative:
Unit one was traveling southbound in the northbound lanes of I-55/70 for
approximately four miles (mile post 10 to mile post 5.7). Unit two was
traveling northbound on I-55/70 in the far left lane. Unit one crashed
head-on into unit two near the St. Clair/Madison county line (mile post
5.7). After impact both units spun and then came to rest in the center
median agains the cable median barrier.

The driver of unit two stated that she saw the oncoming headlights and
tried to swerve out of the way.

The driver of unit one was arrested for driving under the influence of
alcohol.

ILLINOIS STATE POLICE DISTRICT 11 ANNOUNCES MONTHLY ACTIVITY FOR SEPTEMBER

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain B. Parsons, has announced District 11 enforcement figures and activity for September 2011.

Illinois State Police District 11 Troopers issued 2,424 citations, 1,361 written warnings, and made 226 criminal arrests during the month of September.  Speeding accounted for 880 citations and 448 citations were issued for occupant restraint violations.

Troopers investigated 221 traffic crashes, assisted 691 motorists, and conducted 569 commercial vehicle inspections, 96 of which were placed out-of-service.  There were 28 arrests made for driving under the influence and 84 other citations issued for alcohol related violations.

According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks.  

In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.

ILLINOIS STATE POLICE REMINDS THE MOTORING PUBLIC THAT IT IS HARVEST SEASON

Motorists Should Remain Patient While Sharing the Roads with Slow Moving Farm Equipment

COLLINSVILLE, IL – Harvest season is going strong!  Illinois State Police District 11 Commander, Captain B. Parsons, reminds motorists to use caution this time of year while traveling on our rural roadways.
 
As farmers move equipment from field to field, they will be traveling at speeds of 25 miles per hour or less. The Illinois State Police wants this to be a safe harvest season for motorists and farmers alike. Drivers should be aware of farm vehicles and prepared to slow down when encountering them.

Here are some harvest season safety tips:

• Farm equipment which travels at speeds of 25 mph or less is required to have a slow moving vehicle emblem (bright orange triangle) mounted to the rear of the vehicle.
• If traffic begins to back up behind the farm equipment, the operator should pull over in a safe location and allow traffic to pass.
• Farmers should avoid movements of farm equipment at sunrise and sunset as visibility is more limited during these times.
• Motorists should not attempt to pass farm equipment unless it is legal and safe to do so, even if the farm equipment operator waves you around.
• As you prepare to pass farm equipment remember most do not have turn signals.  Many crashes with farm equipment occur as they are making a left turn and a faster vehicle is passing them.
• Anytime you approach farm equipment you should slow down.   Even vehicles approaching from the opposite direction should slow down.  The farm equipment may be over-width and encroaching into the opposite lane of travel.
• When approaching farm equipment traveling in the opposite direction, be alert for impatient drivers passing at the wrong time.
• As always, keep a safe speed, maintain a safe following distance, do not drive distracted and be patient.
