Illinois State Police to Conduct Nighttime Enforcement Patrols

COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Nighttime Enforcement Patrols (NITE) in St. Clair or Madison County during the month of February.

Officers working NITE patrols will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, not properly buckled up and driving under the influence.

Alcohol and drug impairment is a significant factor in over 40 percent of all fatal motor vehicle crashes in Illinois.  The ISP has zero tolerance for impaired drivers.  If you drive drunk, you will be arrested.

These nighttime patrols are designed to keep our roads safe by taking dangerous DUI offenders off the road and ensuring all vehicle occupants are buckled up.  

This project is funded by the Illinois Department of Transportation, Division of Traffic Safety.

Narrative:
Unit 1 was traveling South on I255 approaching milepost 7.8. Unit 2 was
stopped on the right shoulder of I255 Southbound ahead of Unit 1.

The driver of Unit 2 stated he used the shoulder to gain speed before
merging into the right lane of I255 Southbound at milepost 7.8. The driver
of Unit 2 stated he was traveling at 45 miles per hour when his trailer was
struck by the front bumper of Unit 1.

The front of Unit 1 was smashed under the rear of the trailer of Unit 2.
As Unit 2 pulled back onto the right shoulder, Unit 1 was dragged onto the
shoulder as well.

The driver of Unit 1 stated he couldn't remember if he was traveling in the
center lane or the right lane. The driver of Unit 1 stated he looked down
at the radio. The driver of Unit 1 stated the next thing he remembered was
the crash. The driver of Unit 1 stated he did not see Unit 2 at any time.

A witness to the crash stated he was traveling in the center lane on I255
Southbound as the crash occurred. The witness stated Unit 1 passed him in
the right lane as they were traveling down the highway. The witness
further stated that Unit 2 used the right shoulder to gain speed before
merging onto I255 Southbound at milepost 7.8. The witness stated Unit 2
merged onto the right lane and was in the right lane for approximately 7
seconds before his trailer was struck by the front bumper of Unit 1.

Illinois State Police to Conduct Occupant Restraint Enforcement Patrols

COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Occupant Restraint Enforcement Patrols (OREP) in St. Clair or Madison County during the month of February.  

OREP allows the ISP to target an area with saturation patrols that focus on traffic violations and related compliance with safety belt and child safety seat laws.  Safety belt enforcement zones will also be set up to ensure the driver and passengers are buckled up.  Beginning January 1, 2012, Illinois law requires all vehicle passengers (front and back) to be buckled up!

Safety belts are one of the most effective safety devices in vehicles today, estimated to save over 16,000 lives each year.  Over half of vehicle occupants killed in a traffic crash were not properly buckled up.  

The objective of this program is to increase compliance of occupant restraint laws through education, child seat inspections, and enforcement.  Greater awareness, acceptance, and use of occupant protection equipment will save many lives.  

This project is funded through the Illinois Department of Transportation, Division of Traffic Safety.

Narrative:

On 01/20/12 at 7:56 p.m., Unit 1 was traveling on I-64 eastbound .2 miles
west of milepost 33. Unit 1 left the roadway to the left and struck the
center median guardrail. Unit 1 then crossed both eastbound lanes of
traffic and came to rest partially in the right lane of traffic. Unit 2
was traveling behind Unit 1. Unit 3 was traveling in the left lane of
traffic and drastically reduced speed to avoid striking Unit 1. Unit 2
struck Unit 1 in the rear side of the vehicle and attempted to move over to
the left lane to avoid striking Unit 1. Unit 2 then struck Unit 3 in the
right rear end of the vehicle with the front end of the vehicle. The right
rear passenger in Unit 3 suffered fatal injuries on scene. Icy conditons
contributed to the accident and numerous vehicles were off the roadway in
the vicinity of the crash.

COLLINSVILLE, IL - Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Alcohol Countermeasure Enforcement (ACE) patrols in St. Clair or Madison County during the month of February.  

The ACE patrols allow the ISP to target an area with saturation patrols that focus on preventing, detecting, and taking enforcement action in response to violations associated with impaired driving and illegal transportation or consumption of alcohol and other drugs.  

Across the country, an average of one alcohol-related traffic death occurs every 48 minutes.   Alcohol and drug impairment remain significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  

Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.

ILLINOIS STATE POLICE ANNOUNCES UPCOMING ROADSIDE SAFETY CHECKS.

       
COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of February.
 
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Illinois State Police Seize Cannabis

Traffic Stop Leads to Seizure of 77 pounds of Cannabis.


MADISON COUNTY, IL – Illinois State Police (ISP) District 11 stopped a gold 1996 Ford truck on January 10, 2012 at 8:40 a.m. on Interstate 55 heading northbound near Troy, Illinois.  

An ISP Trooper stopped the Ford for improper lane usage and during the conversation with the driver the Trooper suspected possible criminal activity.  The Trooper asked for and was given consent to search the vehicle.  A search of the vehicle revealed three bundles of cannabis hidden inside a stack of plywood.  The estimated value of the cannabis is around $350,000.

“There is more to the job of a Trooper than just writing a ticket,” said District 11 Commander, Captain Brad Parsons.  “The initial traffic violation is what can grab our attention, but if appears that there is criminal activity, that simple ticket could turn into much more.  Just as it did in this case,” he continued.

The driver, 74 year old Refugio Salazar, of Tulsa, Oklahoma was arrested for cannabis trafficking and is currently being held at Madison County jail on $250,000 bond.

Narrative: Both Units were traveling on Illinois Route 4 just south of Weber Road (Madison County).  The roadway was snow covered and weather conditions reported at the time of the crash were described as a 'white-out' (heavy winds and blowing snow).   Unit #1 , a 2004 Hyundai, was traveling southbound.  Unit 2, a 2005 Peterbilt, was traveling northbound.  Unit 1 crossed into the path of oncoming Unit 2 and struck Unit 2 head-on.  Driver 1 was fatally injured.  Driver 2 advised that Unit 1 appeared to loose control prior to crossing into his path and he was unable to avoid the crash.  No citations were issued.

Weather Still Causing Traffic Issues


MARINE, IL – The Illinois State Police (ISP), District 11, is currently investigation a fatal crash and personal injury crash on IL Rt. 4 just south of Weber Rd.  At this time IL Rt. 4 is closed between IL Rt. 143 and IL Rt. 140.  It is estimated that the road will be closed for approximately four hours.  

Two crashes occurred and these are the only details available at this time.  The first crash included a semi-truck and a passenger vehicle.  The semi-truck was northbound on IL Rt. 4 near Weber Rd. and a passenger car was southbound.  It is believed that the car crossed into the path of the semi-truck and they crashed head-on.  The driver of the passenger car died as a result of the injuries sustained during the crash.  The driver of the semi-truck was not injured.  

The second crash was a result of the first crash.  An SUV and a pickup truck tried to avoid the first crash and they ended up crashing head on.  The drivers of both of those vehicles were transported to area hospitals with non-life-threatening injuries.  

Driver's are reminded to proceed with caution.  There are many areas of IL Rt. 4 that are experiencing whiteout conditions due to blowing snow.  

Both crashes are still under investigation.

Morning Snow Causes Multiple Crashes in the Metro-East

COLLINSVILLE, IL – The Illinois State Police (ISP), District 11, spent the morning dealing with numerous traffic crashes.  From approximately 5:00 a.m. to 10:00 a.m. District 11 handled 125 weather related incidents.  Cars sliding into ditches, motorist assists and crashes accounted for the majority of the calls.  

District 11 Troopers handled 38 crashes.  Eight of those crashes involved personal injury.  Twenty-three crashes occurred on interstates, 13 crashes occurred on state routes, and two crashes occurred on city/county roads.

At this time there are no crashes or traffic problems to report.

Weather Still Causing Traffic Issues


COLLINSVILLE, IL – The Illinois State Police (ISP), District 11, is still dealing with numerous crashes and vehicles sliding off the road.  North and south routes are witnessing the most traffic issues but we are still receiving calls of crashes on east and west routes.

Currently there have been three crashes involving injuries:
- IL-255 at New Poag Rd. (crash has been cleared)
- I-55 at I-270 (Troy IL area) single vehicle roll-over crash.  Still on scene.
- Freeburg New Douglas Rd. (CR47) at Kraft Rd (West of Freeburg). Multiple car injury crash.  Still on scene.

Please remind motorists to slow down and allow plenty of distance between them and surrounding vehicles.

Please Drive Safely


COLLINSVILLE, IL – Illinois State Police (ISP) District 11 Commander, Captain B. Parsons, reminds motorists to drive with caution  during this inclement weather.

Although not much snow has fallen the roads are still slippery in the Metro-East.  The ISP is currently handling numerous crashes.  At least one of the crashes have been reported with injuries.  We are also handling many calls for vehicles that have slid off of the roadway and into a ditch/median.

The ISP provides the following advice:

-Make sure your cell phone is fully charged and your vehicle has a full tank of gas.  If you get stranded you need to be able to call for help and stay warm.
-Increase your following distance behind other vehicles.
-Just because you are in an SUV/Truck, doesn't mean you are immune from sliding into a ditch.
-Allow for more time to get to their destination.
-Reduce your speed.

Illinois State Police District 11 Announces 2011 Year-End Activity

Troopers seize over 1,600 pounds of cannabis, hand over 3,500 crashes, and seize almost $800,000.

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain Brad Parsons, announces a summary of District 11 activity for calendar year 2011.

During 2011 District 11 handled 60,810 incidents.  These incidents include, but are not limited to, traffic stops, calls for service, assisting motorists, crash investigations, and assisting other police agencies.  

District 11’s commitment to keeping Illinois roadways and communities safe is demonstrated by the activity generated by District 11 Troopers.  Troopers assisted 9,534 motorists and issued 31,598 citations and 13,505 warnings in 2011.

The Illinois State Police identifies the top four causes of fatal crashes as speeding, distracted driving, not wearing seatbelts, and driving under the influence (DUI).  In an effort to combat the top four causes of fatal crashes District 11 Troopers issued 11,803 citations and 3,650 warnings for speeding in 2011.  Troopers also arrested 419 people for DUI and made 957 other alcohol related arrests.  Ninety-nine distracted driving citations were issued and 6,852 citations were issued for seatbelt/child restraint violations.
 
The Illinois State Police is also responsible for inspecting the commercial motor vehicles we share the road with every day.  During 2011 District 11 Troopers inspected 5,273 commercial motor vehicles and placed 893 of them out-of-service.  Out-of-service violations range from equipment issues with the vehicle to improper actions of the driver of the vehicle.

Troopers investigated 3,561 crashes in 2011.  Roadways in District 11 witnessed 72 fatal crashes which included 79 deaths.
 
District 11 Troopers made 1,930 criminal arrests during 2011.  Arrests were made for, but not limited to, weapons charges, drug possession/trafficking, domestic battery, and outstanding warrants.  Drug arrests resulted in seizing 1,644 pounds of cannabis, 480 grams of cocaine, and 2,447 illegal prescription pills.   Troopers also seized $795,785.
 
District 11 Troopers also participated in the WAVE (Working Against Violent Elements) Task Force.  WAVE focuses its efforts on combating violent crime in East St. Louis, Washington Park, and surrounding communities.  WAVE is a collaboration of law enforcement officers from the Illinois State Police, the Metropolitan Enforcement Group of Southwestern Illinois (MEGSI), the St. Clair County Sheriff’s Department, the East St. Louis Police Department, the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, and the United States Marshals Service.

For 2012, District 11 will continue to focus on traffic enforcement, safety education, and traffic safety partnerships to make Illinois a safe place for our citizens and visitors.

District 11 includes the counties of Madison, St. Clair, Clinton, Bond, and Monroe.

TRAINING EXERCISE

Elite Unit Seizes Opportunity to Prepare for Upcoming G8/NATO Summits

Arlington Heights -- The Illinois State Police Special Weapons of Mass
Destruction Team (SWMDT) recently conducted a large scale training scenario
at an undisclosed location in suburban Cook County – the Agency's second
training exercise within the last five months.

The Agency's SWMDT was designated by a Governor's mandate in 2000 to be
capable of responding to any nuclear, chemical, or biological threat in
Illinois. Led by State Police Special Operations, the elite Unit is
divided into north, central, and south divisions. ISP's Special Operations
also commands the Special Weapons and Tactics (SWAT) Unit, and has the
ability to deploy ISP SWAT resources to address human threats, followed by
a multi-agency response to prevent and/or mitigate any Weapons of Mass
Destruction threat.

The SWMDT is comprised of specialists from the Secretary of State's Bomb
Squad, National Guard's Civil Support Team, Illinois Emergency Management
Agency, Department of Public Health, Environmental Protection Agency, and
the Illinois Medical Emergency Response Team.

The semi-annual training conducted at the end of the year is part of the
Special Operations Command's on-going efforts to train unit members to
master their specialized skills. This training exercise included the
dismantling of a chemical lab with aeration ability and the disarming of
multiple improvised explosive devices. The SWMDT often trains in the
Chicago area in preparation for large public events such as the upcoming
G8/NATO Summits.

"Every training exercise is an opportunity for our officers to use their
specialized skills, knowledge base, equipment, and response tactics so that
they are well prepared for any crisis response mission," said ISP Director
Hiram Grau.

In 2011, ISP Special Operations Command conducted 300 training missions
that involved a variety of high-risk operations, response, and preparedness
tactics.

The Unit trains once every week, and many surrounding and local
municipalities rely on ISP SWAT/SWMDT for tactical operations support and
assistance.

The Unit's commanding officer underscored that training also reinforces
practical experience when operating in an all hazards environment,
particularly with large scale security events like the G8 and NATO Summits.

"Our mission continues to focus on the highest level of tactical
performance and training that challenges our response capability for the
unexpected," said ISP Special Operations Command Captain Scott Koerner.
"Our officers have specialized training at every level of operational
tactics and understand that every threat, every hazard, and every crisis
will require high risk response operations," he added.

ISP SWAT and SWMDT are fully certified as the State's law enforcement
response for any type of tactical or hazardous crisis and are dedicated 24
hours.
