Law Enforcement Officials Promote Safety for Deer Hunting Season

SPRINGFIELD, IL – The Illinois State Police (ISP) announced today its
firing ranges will be open on November 12 to hunters for sighting in and
test-firing their shotguns in a safe environment for the upcoming deer
hunting season. Firing ranges in Joliet, Pawnee, LaSalle, Macomb, and
Pittsfield will be available to the public from 8 a.m. to 4 p.m.

"The Open Range program provides hunters with an opportunity to sight-in
their shotguns before the upcoming hunting season," said ISP Director Hiram
Grau. "Safety is the number one priority during every hunting season, and
the firearm experts from the State Police and Department of Natural
Resources will be available to ensure the safe and appropriate use of
shotguns," he added.

The program is a collaborative effort organized every year by the Illinois
State Police and Department of Natural Resources, and provides these
services at no cost.

"The Open Range Program is a great way for hunters to be safely prepared
for the upcoming seasons by honing their skills and making sure their
firearms are in proper working order. Every hunting season, the IDNR
preaches a message of safety to our hunters so everyone can have fun and be
successful in the field," said Illinois Department of Natural Resources
Director Marc Miller.

The public is asked to call one of the ranges listed below before the
scheduled date to make a reservation. Targets will be provided, and there
is no charge for use of the range. Participants must possess a valid
Firearm Owner's Identification (FOID) card and transport the firearm
legally by having it unloaded and enclosed in a case.

ASSOCIATION OF BLACK LAW ENFORCEMENT (ABLE) CONFERENCE

ABLE Members Participate in Training Modules, Strategic Planning, Focused
Leadership & Financial Planning Sessions

Normal, IL -- More than 60 Illinois State Police officers gathered earlier
this month for the 27th Annual Illinois Association of Black Law
Enforcement (ABLE) Conference held at the Marriott Hotel & Conference
Center in Normal.

The Illinois Association of Black Law Enforcement (ABLE) is an organization
comprised of 180 Black Illinois State Police officers, and serves as a
valuable resource for leadership training and policing issues that affect
law enforcement. The 27th Annual Training Conference and Meeting focused
on topics selected by ABLE members: preventing bias-based policing,
strategic planning, focused leadership, interview and assessment
preparation, and financial planning.

"Every year, we strive to inform our members about the issues that have a
direct impact on black officers within the ranks so that they are provided
with the tools and knowledge for successful policing," said Master Sergeant
Danyelle Foster, President of the Illinois ABLE Chapter. "Lieutenants and
above are always eager to hear the concerns of lower ranking officers," she
added.

Many of the officers expressed interest in the selected topics and greeted
new leaders. The meeting also served as an opportunity for newly promoted
officers to be recognized and congratulated by their peers.

"We identified relevant topics for officers of all ranks to strengthen
their knowledge base," said Foster. "This ultimately benefits the ISP as
an agency with more well-rounded and focused officers serving every
community."

Officers of various ranks and experience arrived from different areas of
the state to participate in workshops to enhance their professional
development. Thomas Wheeler, ISP Senior Policy Advisor, represented ISP
Director Hiram Grau, and commended the organizers and associations like
ABLE. "Organizations like NOBLE and ABLE support minority officers and
provides them with the resources and tools they need to be successful law
enforcement leaders and administrators," he said.

"I thought it was inspiring to see some of our upper command come out to
teach at the training and share their own personal experiences," said
Master Sergeant Christy White.

Particular attention was given to the importance of career development and
education, being a mentor/protégé, and career diversity. Officers
participated in mock assessments and interviews to improve their
communications and leadership skills.

"For myself, as a Trooper with two years of experience, the ABLE training
was useful in helping me to begin the process of thinking about my personal
career development," said Trooper Javaris Pratt.

"The Annual ABLE Conference provides an excellent opportunity for black
officers to gain knowledge, expand their careers, and meet other officers
and ISP leaders," said Foster. Foster stressed that the conference was
successful, and that many goals were achieved through educating,
enlightening, and empowering officers.

Professionals at Annual Awards Banquet

140 Law Enforcement Officers Awarded with Outstanding Honors

East Peoria -- The Illinois Metropolitan Enforcement Group (MEG) Directors/
Task Force (TF) Commanders Association presented its annual awards to
police officers, special agents, federal prosecutors, and other law
enforcement personnel who have demonstrated extraordinary skill through
narcotics enforcement.

The Annual Awards Ceremony honored 140 federal, state, county, and local
police officers assigned to MEG Units and State Police Drug Task Forces for
the dangerous and professional work accomplished through hundreds of drug
investigations.

Hundreds of law enforcement professionals, top brass, and their families
attended the awards ceremony and included opening remarks from Stateline
Area Narcotics Team Task Force Commander John Biffany, and a presentation
on how illegal drugs fund terrorism were made by retired Drug Enforcement
Agency (DEA) Operations Chief Michael A. Braun.

"These awards represent the finest examples of how our officers, teams,
drug units, and law enforcement resources collaborate on a daily basis to
ensure that communities across Illinois are safe and protected," said
Chairman Biffany. "Narcotics enforcement is dangerous work, and despite
the tough economic climate and fewer law enforcement resources, these men
and women continue to risk their lives to ensure our streets are free from
the dangers of criminal activity," he added.

Many of the enforcement initiatives are funded through federal grants, like
the Byrne/JAG Funding grant. "Grants like Byrne/JAG make it possible for
local, county, state, and federal law enforcement agencies to partner
resources that target gangs, guns and drugs, and our work would not be
possible without the support of this continued funding," Biffany stressed.

Special agents, prosecutors, police officers, and inspectors from regions
and zones in DuPage County, East Central Illinois, Kankakee, Kendall
County, Lake County, Southwestern Illinois, Kane County, North Central,
Multi County, Quad City, Rock Island, South Central, Illinois, Southern
Illinois, State Line Area, Boone County, Belvidere, Green County,
Vermillion County, Danville, West Central, Adams County, Quincy, and Will
County, were honored for their successes in the fight to keep communities
safe and neighborhoods drug free.
.
Some of the exceptional awards include:

Lake County Metropolitan Enforcement Group for its leadership during
Operation Street Sweeper – a week long, multi-jurisdictional effort that
resulted in 8 search warrants, 28,455 grams of cannabis, 18 firearms, 200
grams of cocaine, 127 arrests, and $39,887 USC. Lake County MEG also
performed an airport interdiction at Waukegan Regional Airport where agents
received information about an aircraft flying from Colorado to Waukegan
carrying a load of cannabis. Agents dismantled a major distribution
operation and were able to locate 170 pounds of cannabis and conducted
multiple search warrants which resulted in the seizure of $617,630 USC.

Kankakee Area Metropolitan Enforcement Group for its exceptional efforts
from July 2010 through June 2011 which resulted in 325 case initiations,
284 arrests, 114 Class X Felony arrests, seizure of $346,000 in assets, 144
drug purchases, 24 seized weapons, and the Federal indictment of eight
dangerous offenders.

Narcotics And Currency Interdiction Team for the diligent work and
interdiction skills leading to the arrest of three subjects from the Gulf
Cartel, the controlled delivery of 2,444 pounds of cannabis, and the
seizure of $1.6 million USC and two vehicles.

North Central Narcotics Task Force for the exceptional case work which
involved multiple undercover cocaine purchases, resulting in the arrests of
nine suspects, and the seizure of $415,000 USC, three kilograms of cocaine,
three vehicles, and one house.

Southeastern Illinois Drug Task Force for the seizure of 136 kilos of
cocaine, $269,000 USC, and the arrest of two individuals.

Southern Illinois Drug Task Force for the arrest of two individuals and the
seizure of 26 firearms, 5 stolen firearms, 3 machine guns, thousands of
ammunition rounds, 5 sticks of dynamite, 6 electric blasting caps, finished
methamphetamine, morphine pills, processed cannabis, and outdoor cannabis
grow operation worth over $65,000 USC.

Illinois State Police First Deputy Director Jack Garcia commended the award
recipients and echoed the need to ensure that law enforcement personnel
continue to get the training resources they need to counter new and
emerging crime trends.

"Combating the pervasive influence of organized crime will require our
officers to obtain the best, most up-to-date training on new technologies,
surveillance techniques, analytical methods, tactical safety, pharmacology,
and other international trafficking trends that are emerging into our daily
fight against a sophisticated narcotics market," said Garcia.

"Working undercover makes it difficult for these men and women to
publically share the successes, but we have a duty to educate and inform
the public when law enforcement uncovers illegal criminal and drug activity
which can have a devastating impact on the quality of life for all Illinois
communities," he added.

Keynote speaker, Michael Braun, Retired Drug Enforcement Agency Chief of
Operations, underscored the importance of aggressive drug enforcement and
the need for training and intelligence sharing through Fusion Centers.
Braun also noted the growing nexus between terrorism and drugs.

The MEGs/TFs are comprised of local, county state, and federal law
enforcement officers, and the Association's mission is to collaborate and
partner on a multi-jurisdictional level on the enforcement of gangs, guns,
and drug violations throughout the state of Illinois.

Specially-trained officers provide personnel and resources to enforce
violations and to improve the quality of life for all Illinois citizens.

These investigations culminated in the arrest of 1,112 individuals, the
confiscation of more than $6.1 million USC, the seizure of more than 184
kilos of cocaine, 2,050 kilos of cannabis, 5.1 kilos of crack cocaine, 15.1
kilos of methamphetamine, and 1.5 kilos of heroin.

The award recipients were also honored for dismantling 36 sophisticated
marijuana grow operations, including the seizure of 10,000 cultivated
marijuana plants and the seizure of over 5,000 dosages of Ecstasy, LSD, and
psilocybin mushrooms.

Fifty-52 (52) vehicles, 4 motorcycles, 5 homes, including 14 acres of land,
and 1 boat were also seized. The officers' investigative diligence also
resulted in the removal of 468 firearms and 6 sticks of dynamite with
blasting caps from Illinois communities.

Illinois State Police Director Hiram Grau recently applauded the efforts
and hard work of the Illinois MEGs and Task Forces at the Association of
State Criminal Investigative Agencies' Fall Conference.

Seven Arrested and Charged for Burglary and Vehicular Theft Conspiracy

Antioch—Law enforcement officials announced the arrest of seven male
offenders charged with burglary, vehicle theft conspiracy, and theft over
$300 for burglarizing a local car dealership with the intent to steal new
vehicles.

The offenders were arrested on Monday, October 17, at 3:30 a.m., several
blocks from the auto dealership as they attempted to steal multiple
vehicles from the car lot. The investigation remains on-going, and details
about the investigation will be available at the conclusion of this case.

"Multi-agency cooperation led to these arrests, and Investigators worked
swiftly on apprehending the offenders - supported by a team of tireless law
enforcement professionals," said Kane/Cook Auto Task Force
Director/Illinois State Police Master Sergeant Bruce Johnson.

This was a cooperative effort by the Antioch Police Department and Illinois
State Police Kane/ Cook Auto Task Force, with assistance from the Lake
County Sheriff's Office, Elgin Police Department, Crystal Lake Police
Department, Kenosha City Police Department, and the National Insurance
Crime Bureau (NICB).

Multiple law enforcement agencies were involved and continue to
investigate. "This is an excellent example of inter-agency cooperation
among law enforcement professionals, and these arrests illustrate what can
be accomplished when we share information, pool resources, and work
together to keep our communities safe," said Antioch Police Chief Craig
Somerville.

The offenders were transported to Lake County Bond Court where they were
remanded to the Lake County Jail on $100,000 bond pending a return court
date of November 27, 2011.

A Class 2 Felony is punishable by 3-7 years in a State Penitentiary and/or
a Fine up to $25,000.00 upon conviction; A Class 3 Felony is punishable by
2-5 years in a State Penitentiary and/or a Fine up to $25,000.00 upon
conviction.

ILLINOIS STATE POLICE CONDUCT TRAFFIC STOP THAT LEADS TO OUTSTANDING
WARRANTS AND ARREST FOR MURDER

Traffic Stop Investigation Uncovers 2 Suspects Wanted for Murder and Parole
Violation

Des Plaines, IL, -- Illinois State Police officials announced arrests from
a routine traffic stop. On October 15, 2011, at 1:05 a.m., an Illinois
State Police Master Sergeant was on routine patrol when he observed a 2004
blue Buick traveling eastbound in the area of Interstate 290 at Laramie.

The Master Sergeant observed an Improper Display of Registration on the
vehicle and proceeded to initiate a traffic stop. Upon further
investigation, the officer learned that the driver, Todd A. Sutton, 42, of
Chicago, was driving with a suspended license. Two additional passengers
inside the vehicle were also questioned and were identified as Michael A
Lane, 29, of Chicago, and Dwayne C Moore, 24, of Chicago.

It was also learned that both passengers, Lane and Moore, were wanted on
warrant(s) for Murder and Parole violation. Lane is wanted for Murder and
Moore is wanted for Parole Violation.

"Our streets and highways are safer today with the arrest of these
offenders -- two offenders wanted for murder and parole violation," said
ISP Director Hiram Grau. "This officer's bravery, training, and experience
guided him through a thorough investigation where he was able to uncover
the identities of two dangerous offenders," Grau added.

Illinois State Police arrested Sutton, Lane, and Moore. Lane and Moore
remain in custody in Cook County.

Narrative:
Unit 1 was traveling East on North Belt West, 403' East of Old St. Louis
Road/IL13. Unit 1 failed to negotiate the curve to the left as the driver
lost control and entered the oncoming lane. Driver unit 1 over-corrected
to the right causing the unit to spinout clockwise, cross the eastbound
lanes, and leave the roadway to the right. Unit 1 hit a speed limit sign,
knocking it down and causing damage to the left side of unit 1.

Passenger 2 was being held on the lap of passenger 1 in the rear passenger
seat. Passenger 2 separated from passenger 1 and was ejected out the
driver's side middle passenger window prior to unit 1 coming to rest.
Passenger 2 came to rest on the ground. Unit 1 came to rest atop passenger
2.

Driver unit 1 said she was traveling about 60mph in the posted 45mph zone
while transporting passenger 2 to the hospital for a facial injury that
happened at home.

Witness 1 said she was traveling West on North Belt West in the left lane
and was forced to take evasive action to the right to avoid a head-on
collision. Witness 1 estimated unit 1's speed to be 60mph.

Witnesses 2 and 3 said unit 1 entered North Belt West from Hillside Lane
and accelerated rapidly until unit 1 spunout. Witnesses 2 and 3 estimated
unit 1's speed to be at least 65mph prior to the crash.

* The public is reminded that criminal defendants are presumed innocent
until the government is able to prove its charges in court beyond a
reasonable doubt.

ILLINOIS STATE POLICE ANNOUNCES UPCOMING ROADSIDE SAFETY CHECKS.

       
COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in the Metro-East area, St. Clair, Madison, Monroe, Bond, and Clinton counties, during the month of November.
 
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes.   Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.  

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration.  The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Unit one was traveling southbound in the northbound lanes of I-55/70 for
approximately four miles (mile post 10 to mile post 5.7). Unit two was
traveling northbound on I-55/70 in the far left lane. Unit one crashed
head-on into unit two near the St. Clair/Madison county line (mile post
5.7). After impact both units spun and then came to rest in the center
median agains the cable median barrier.

The driver of unit two stated that she saw the oncoming headlights and
tried to swerve out of the way.

The driver of unit one was arrested for driving under the influence of
alcohol.

* The public is reminded that criminal defendants are presumed innocent
until the government is able to prove its charges in court beyond a
reasonable doubt.

ILLINOIS STATE POLICE DISTRICT 11 ANNOUNCES MONTHLY ACTIVITY FOR SEPTEMBER

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain B. Parsons, has announced District 11 enforcement figures and activity for September 2011.

Illinois State Police District 11 Troopers issued 2,424 citations, 1,361 written warnings, and made 226 criminal arrests during the month of September.  Speeding accounted for 880 citations and 448 citations were issued for occupant restraint violations.

Troopers investigated 221 traffic crashes, assisted 691 motorists, and conducted 569 commercial vehicle inspections, 96 of which were placed out-of-service.  There were 28 arrests made for driving under the influence and 84 other citations issued for alcohol related violations.

According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks.  

In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.

ILLINOIS STATE POLICE REMINDS THE MOTORING PUBLIC THAT IT IS HARVEST SEASON

Motorists Should Remain Patient While Sharing the Roads with Slow Moving Farm Equipment

COLLINSVILLE, IL – Harvest season is going strong!  Illinois State Police District 11 Commander, Captain B. Parsons, reminds motorists to use caution this time of year while traveling on our rural roadways.
 
As farmers move equipment from field to field, they will be traveling at speeds of 25 miles per hour or less. The Illinois State Police wants this to be a safe harvest season for motorists and farmers alike. Drivers should be aware of farm vehicles and prepared to slow down when encountering them.

Here are some harvest season safety tips:

• Farm equipment which travels at speeds of 25 mph or less is required to have a slow moving vehicle emblem (bright orange triangle) mounted to the rear of the vehicle.
• If traffic begins to back up behind the farm equipment, the operator should pull over in a safe location and allow traffic to pass.
• Farmers should avoid movements of farm equipment at sunrise and sunset as visibility is more limited during these times.
• Motorists should not attempt to pass farm equipment unless it is legal and safe to do so, even if the farm equipment operator waves you around.
• As you prepare to pass farm equipment remember most do not have turn signals.  Many crashes with farm equipment occur as they are making a left turn and a faster vehicle is passing them.
• Anytime you approach farm equipment you should slow down.   Even vehicles approaching from the opposite direction should slow down.  The farm equipment may be over-width and encroaching into the opposite lane of travel.
• When approaching farm equipment traveling in the opposite direction, be alert for impatient drivers passing at the wrong time.
• As always, keep a safe speed, maintain a safe following distance, do not drive distracted and be patient.
