Illinois State Police Announce Results of Alcohol Countermeasure
Enforcement Surveillance Details

Collinsville IL ? Illinois State Police Zone 6 officers conducted Alcohol
Countermeasure Enforcement (ACE) surveillance at various establishments
during the evening hours of Friday, December 7th 2012, in St. Clair
County. The purpose of these ACE details is to determine which businesses
may be selling alcoholic beverages to minors (persons under 21 years of
age).
A total of 24 locations were surveyed in Dupo, Millstadt,
Smithton, Freeburg and Belleville. Of those businesses; all were compliant
and refused the sale of alcohol to a minor. No arrest where made during
the detail as compliance was 100%. This project was funded by the Illinois
Department of Transportation, Division of Traffic Safety.

Pontoon Beach, Leroy?s A & J Market, 4089 Pontoon Road, Pontoon Beach, and
BP, 1301 East Chain of Rocks Rd, Pontoon Beach, were involved in the sale
of an alcoholic beverage to a minor. Store employees Pritesh R. Patel,
Lisa R. Stover, and Melake A. Ghebremariam, were arrested for Unlawful
Delivery of Alcoholic Liquor to a Minor, a Class A misdemeanor. All were
released pending a notice to appear in court. The public is reminded that
charges are merely accusations and all defendants are presumed innocent
unless proven guilty. This project was funded by the Illinois Department
of Transportation, Division of Traffic Safety.

Illinois State Police to Conduct Alcohol Countermeasure Enforcement Patrols

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Alcohol Countermeasure Enforcement (ACE) patrols in St. Clair or Madison County during the month of December.  

The ACE patrols allow the ISP to target an area with saturation patrols that focus on preventing, detecting, and taking enforcement action in response to violations associated with impaired driving and illegal transportation or consumption of alcohol and other drugs.  

Across the country, an average of one alcohol-related traffic death occurs every 48 minutes.   Alcohol and drug impairment remain significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  

Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.

ILLINOIS STATE POLICE ISSUE SAFETY WARNINGS FOR THANKSGIVING HOLIDAY TRAVEL PERIOD

Law Enforcement Officials Focus on Fatal Four Violations

COLLINSVILLE, IL - Illinois State Police (ISP) and local law enforcement agencies throughout the state are gearing up for the beginning of the holiday travel period.  The cooperative effort is aimed at stepping up enforcement patrols as the holiday driving season begins to make the roads safe for all motorists.  

Traditionally, the Thanksgiving holiday marks the beginning of the busy holiday driving period which continues through the New Year.  Beginning on Wednesday, November 21 through Sunday, November 25, officials expect high traffic volumes on interstates and roads throughout the region, with Thanksgiving Day expected to be the busiest.  Illinois State Police are urging the motoring public to adhere to the rules of the road and avoid the Fatal Four traffic violations: Speeding, DUI, Seatbelts and Distracted Driving.

During this enforcement period, officers will patrol the interstates, conduct road side safety checks and participate in other traffic enforcement details to identify Fatal Four violators.  Special emphasis will be placed on DUI enforcement, and holiday DUI patrols will be designated statewide.  Statistics have shown that fatal crashes on the interstates increase during the Thanksgiving holiday period and a large number of these incidents are due to drunk driving.

"Although the number of crashes involving impaired drivers are on a downward trend, a single life lost to drunk driving is one life too many," said ISP Director Hiram Grau.  "Troopers and local police officers will saturate the roads and interstates with targeted patrols to enforce ISP's Fatal Four mission - with a special emphasis on impaired driving," Grau stressed.

The teenage driver is classified as the highest risk category for becoming involved in a driving fatality during the Thanksgiving holiday period.  Over the last three years, teen and college aged drivers and passengers have been involved in 50% of all fatal crashes that have occurred the day before and Thanksgiving Day.  Of the crashes that occurred on those days, teen and college aged drivers and passengers accounted for 31% of the fatalities.    

Motorists who consume alcohol should consider an alternative means of transportation.  A DUI arrest can lead to thousands of dollars in attorney fees, court costs, insurance fees, fines and jail time, not to mention it can also blemish a driving record and result in a permanent criminal history.

“During the holiday driving period you can expect a larger volume of traffic on the roadways.  With this larger volume of traffic you can also expect to see more police officers,” stated District 11 Commander, Captain Brad Parsons.  “We will have additional Troopers out to watch for motorists who may be driving in an unsafe manner.  We will especially be watching for drivers committing any of the Fatal Four moving violations,” he continued.  

The ISP offers the following alternatives for those who choose to celebrate with alcohol:

• Do not drink and drive, designate a sober driver.
• Buckle up and make sure that all vehicle occupants are properly restrained.
• Pay attention to the weather and road conditions.
• Slow down and obey posted speed limits.
• Take extra precautions on rural roads with 55 mph speed limits.
• Avoid distractions such as cell phone use.
• Be extra alert near construction zones.
• Dial 911 if an unsafe driver is observed.

Illinois State Police Urge Drivers to Prepare for Inclement Weather During the Winter Months

COLLINSVILLE, IL – As the winter driving season approaches, Illinois State Police (ISP) are urging motorists to take the necessary safety precautions before getting behind the wheel since vehicle safety is equally as important as driving safely.
 
Extreme weather can have a devastating impact on driving conditions, especially when ice and snow are involved.  Freezing rain, icy roads and white-out snow conditions can result in road hazardous for drivers of all ages.  Illinois State Police officials urge motorists to drive with caution, and to allow extra travel time to get to and from destinations.

“We always see an increase in traffic crashes and vehicles sliding into ditches during winter storms,” said District 11 Commander, Captain Brad Parsons.  “You can decrease the likelihood of a traffic crash or getting stuck in the median if you simply slow down and take your time,” he added.

When crashes occur during extreme weather conditions, the ISP encourages motorists to exchange insurance and driver information to keep motorists safe and the roads clear, unless medical attention is required.  Motorists can file crash reports at the nearest ISP District within 10 days.
Listed below are a few safety tips drivers should keep in mind during the winter months:

Plan ahead and check the forecast - Determine if the trip is necessary during inclement weather.

Don’t crowd the plow – Remember, a snowplow operator’s field of vision is restricted. You may see them, but they may not see you.

Watch out for black ice – roads that appear clear may be treacherous.  Take it slow when approaching intersections, off-ramps, bridges, and shady areas – all are prone to black ice.

Always keep your gas tank at least two-thirds full to prevent the vehicle’s fuel line from freezing.
 
Dress appropriately for the weather — Dress in layers of loose-fitting, lightweight clothing in anticipation of unexpected winter weather emergencies.

Make sure someone is always aware of your travel route.

Always carry an emergency car care kit that contains jumper cables, flares or reflectors, windshield washer fluid, a small ice scraper, traction material, blankets, non-perishable food and a first aid kit.

Always carry a cell phone.

Always wear a safety belt.

Illinois Route 143, and rear ended Unit 2. The driver of Unit 1, Philip A.
Cain, was not wearing his seat belt. The driver of Unit 2, Carol S.
Garrett, had been wearing her seat belt. The driver's of both Unit 1 and
Unit 2 were injured, and were transported to Alton Memorial Hospital. The
passenger inside Unit 2, Nell S. Johnston, who was seated in the rear
driver's side seat, was pronounced dead at the scene by Madison County
Deputy Coroner Todd Ballard. Johnston was believed to be wearing a seat
belt at the time of the crash.


Cain was issued traffic citations for Driving With A Suspended Drivers
License, Operation Of An Uninsured Motor Vehicle, Failure To Reduce Speed
To Avoid A Crash, and Failure To Wear Seat Belt.

Illinois State Police Announces Upcoming Roadside Safety Checks

COLLINSVILLE, IL – Captain Brad Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in St. Clair or Madison counties during the month of December.
 
A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes.   Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.  

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration.  The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Narrative:
Unit 1 was traveling westbound on Interstate 64, and exited onto the
Illinois Route 111 exit ramp. Unit #1 lost control, went off of the
roadway to the left, and overturned several times. The driver of Unit #1
was not wearing her seat belt, and was ejected from the vehicle. The
driver was Susan R. McCloud, Age 50, from Caseyville, IL. She was
transported to St. Louis University Hospital via Medstar EMS, where she was
later pronounced dead. There were no other vehicles or people involved in
this crash.
