Narrative: Unit 1 was traveling e/b on I70 .3 mile east of milepost 48 in
the right lane. Unit 2 was was traveling ahead of Unit 1 in the right
lane. A witness vehicle was traveling in the left lane next to the trailer
of Unit 1. The witness advised a deer crossed the roadway ahead of Unit 2,
which caused the driver to slow down in the lane of traffic. The witness
further advised a second deer entered the roadway at which time Unit 2
stopped the vehicle in the roadway. Unit 1 unable to stop in time, struck
the rear end of Unit 2. The driver and two passengers in Unit 2 was
pronounced deceased on scene by the Bond County Coroner. The driver of
Unit 1 was taken to Greenville Hospital.

Forty-seven Cadets Graduate from the 7th Annual
TeamIllinois Youth Police Camp


Week-long Camp Instills Teamwork and Discipline.


ALTON, IL – On July 21, 2012, forty-seven Cadets graduated from the 7th annual TeamIllinois Youth Police Camp.  The camp was a week-long residency camp for youth that emphasized teamwork, commitment, and pride.

The camp was highly structured and based upon a military model of discipline.  Mornings started off at 6:30 a.m. sharp with physical fitness training and the day ended with military drill and ceremony.  While at the camp, Cadets were expected to address staff as “sir” or “ma’am” and to show the utmost respect to the camp staff.  

During the camp, Cadets participated in numerous activities.  They watched police S.W.A.T. and K-9 demonstrations, participated in teambuilding exercises, and learned the dangers of illegal drugs.  The Cadets also received information on the harm bullying can cause, the importance of personal responsibility, and the dangers associated with the internet.  The Cadets also took field trips to Melvin Price Locks and Dam, the Governor’s mansion, and the Lincoln Museum.

One of the team building exercises the Cadets participated in was to volunteer to give back to the community.  The Cadets spent two hours volunteering in the hot July heat to clean up for some local residents.  They spread mulch, picked up trash, pulled weeds, and laid a gravel sidewalk to the front door of a home.

“I believe it’s important to teach them to give back to your community,” stated Illinois State Police Special Agent Daron Barge, camp coordinator.  “One of the elderly ladies we did work for was brought to tears.  I think that touched a lot of the Cadets and had a very lasting and positive impact on them,” he continued.  

The TeamIllinois Youth Police Camp was held on the Alton Mental Health Center Campus and is a cooperative effort between the Illinois State Police, Alton Police Department, and the Illinois National Guard.  The Camp is sponsored by numerous area businesses, agencies, and organizations.

Narrative:
Unit 1 was traveling southbound on IL. 3 approximately 1200 feet south of
Crook Road. Unit 2 was traveling northbound on IL. 3. For unknown
reasons, unit 1 encroached into the northbound lane and struck unit 2
head-on.

Unit 1 traveled 14 feet from the point of impact, coming to rest facing
north in the southbound lanes. Unit 2 traveled 20 feet 3 inches from the
point of impact, coming to rest facing southwest in the northbound ditch.

The driver of Unit 1 and Passenger 2 of Unit 1 were pronounced deceased on
the scene, and passenger 1 of Unit 1 was pronounced deceased at Red Bud
Regional Hospital.

The driver of Unit 2 was air lifted to St. Louis University Hospital, and
passenger 1 of Unit 2 was transported to St. Anthony's Hospital. Both with
non-life-threatening injuries.

The investigation is ongoing.

Illinois State Police District 11 Announces Monthly Activity for June


COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain Brad Parsons, has announced District 11 enforcement figures and activity for June 2012.

Illinois State Police District 11 Troopers issued 2,642 citations, 1,256 written warnings, and made 139 criminal arrests during the month of June.  Speeding accounted for 1,139 citations and 486 citations were issued for occupant restraint violations.

Troopers investigated 221 traffic crashes, assisted 660 motorists, and conducted 294 commercial vehicle inspections, 56 of which were placed out-of-service for safety reasons.  There were 35 arrests made for driving under the influence and 98 other citations issued for alcohol related violations.

District 11, which encompasses Bond, Clinton, Madison, Monroe, and St. Clair counties, experienced eight traffic crash fatalities in June.  

According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks.  

In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.

UNIT 1 AND UNIT 2 WERE DRIVING WESTBOUND ON US 50, 0.10 MILES WEST OF
LINDEN GROVE ROAD. UNIT 3 WAS DRIVING EASTBOUND ON US 50, APPROACHING
LINDEN GROVE ROAD. UNIT 1 AND UNIT 2 CHANGED LANES TO THE EASTBOUND LANE,
AND ATTEMPTED TO PASS ANOTHER WESTBOUND VEHICLE ON THE LEFT. UNIT 2 WAS
DRIVING SLIGHTLY AHEAD OF UNIT 1. UNIT 1 AND UNIT 2 DID NOT HAVE ENOUGH
TIME TO SAFELY OVERTAKE THE OTHER WESTBOUND UNIT WITHOUT STRIKING UNIT 3
HEAD ON. UNIT 3 SWERVED OVER TO THE RIGHT SHOULDER TO AVOID A COLLISION
WITH UNIT 1 AND UNIT 2. UNIT 2 SLOWED IT'S SPEED. UNIT 1 WAS FOLLOWING
TOO CLOSE TO UNIT 2 AND WAS UNABLE TO REDUCE SPEED BEFORE STRIKING UNIT 2.
THE FRONT WHEEL AND LEFT FORK OF UNIT 1 STUCK THE REAR OF UNIT 2 ON THE
RIGHT SIDE. UNIT 1 SLID ON IT'S LEFT SIDE DOWN THE CENTER LINE OF THE
ROADWAY. UNIT 2 SLID DOWN ON ITS RIGHT SIDE MOMENTARILY, THEN BECAME
UPRIGHT. UNIT 2 CONTINUED WESTBOUND UPRIGHT ON BOTH WHEELS.


BOTH DRIVERS OF UNIT 1 AND UNIT 2 WERE EJECTED SHORTLY AFTER INITIAL
IMPACT. UNIT 1 CAME TO REST IN THE EASTBOUND LANE, ON ITS LEFT SIDE. UNIT
2 CONTINUED TO TRAVEL WESTBOUND, DRIVERLESS. UNIT 2 DROVE OFF THE
EASTBOUND SIDE OF THE ROADWAY, AND OFF INTO A BEAN FIELD. UNIT 2 CAME TO
REST ON ITS LEFT SIDE. NO CONTACT WAS MADE WITH UNIT 3 BY EITHER UNIT 1 OR
UNIT 2.

Citations Issued:
Unit 1 and Unit 2 drivers received citations for:
No Insurance.
Improper overtaking of vehicle.
Violation of classification (no motorcycle driver's license
classification).
