Illinois State Police to Conduct Nighttime Enforcement Patrols

COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Nighttime Enforcement Patrols (NITE) in St. Clair or Madison County during the month of March.

Officers working NITE patrols will be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, transporting open alcoholic beverages, not properly buckled up and driving under the influence.

Alcohol and drug impairment is a significant factor in over 40 percent of all fatal motor vehicle crashes in Illinois.  The ISP has zero tolerance for impaired drivers.  If you drive drunk, you will be arrested.

These nighttime patrols are designed to keep our roads safe by taking dangerous DUI offenders off the road and ensuring all vehicle occupants are buckled up.

This project is funded by the Illinois Department of Transportation, Division of Traffic Safety.

Illinois State Police to Conduct Occupant Restraint Enforcement Patrols

COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Occupant Restraint Enforcement Patrols (OREP) in St. Clair or Madison County during the month of March.

OREP allows the ISP to target an area with saturation patrols that focus on traffic violations and related compliance with safety belt and child safety seat laws.  Safety belt enforcement zones will also be set up to ensure the driver and passengers are buckled up.  Beginning January 1, 2012, Illinois law requires all vehicle passengers (front and back) to be buckled up!

Safety belts are one of the most effective safety devices in vehicles today, estimated to save over 16,000 lives each year.  Over half of vehicle occupants killed in a traffic crash were not properly buckled up.

The objective of this program is to increase compliance of occupant restraint laws through education, child seat inspections, and enforcement.  Greater awareness, acceptance, and use of occupant protection equipment will save many lives.

This project is funded through the Illinois Department of Transportation, Division of Traffic Safety.

COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police (ISP) will conduct Alcohol Countermeasure Enforcement (ACE) patrols in St. Clair or Madison County during the month of March.

Across the country, an average of one alcohol-related traffic death occurs every 48 minutes.   Alcohol and drug impairment remain significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.

ISP CRIMINAL INTERDICTION INITIATIVES RESULT IN THE SEIZURE OF DRUGS, PROPERTY & US CURRENCY

ISP Credits Partnership with Madison County State’s Attorney’s Office

Madison County – Illinois State Police (ISP) officials announce the results of multiple Criminal Interdiction Initiatives that brought Troopers from across the state to Madison County.

Since 2008 the Madison County State’s Attorney’s office has partnered with the Illinois State Police on numerous Criminal Interdiction Initiatives.  These initiatives removed illegal drugs and fugitives from Illinois roadways.

“It is vital for my office to work in partnership with local law enforcement in all areas, including our fight to stop the flow of drugs into our county.  I will mobilize every resource we have available to combat drug dealers and other dangerous criminals.  We must continue to present a united front in the fight to keep our communities free from crime,” said Madison County State’s Attorney Thomas Gibbons.  “I look forward to continuing this successful partnership.”

During the Interdiction initiatives Troopers seized more than 1,004 pounds of marijuana with an estimated street value of approximately $3.1M; 62 pounds of medical grade marijuana with an estimated street value of $2.8M; and $899,000 of US currency.

Additionally, motor vehicles, a utility trailer and a motor home are in the process of being seized.

“A good working relationship is essential between law enforcement and State’s Attorneys for the arrest and prosecution of criminals,” said District 11 Commander Brad Parsons.  “The support provided by Mr. Gibbons and his office during these Criminal Interdiction Initiatives strengthens that relationship and results in safer roadways and communities.” He added.

Troopers also conducted other public safety activity on the main corridors that included motorist assists, commercial motor vehicle inspections, traffic enforcement and other criminal arrests.

“Madison County State’s Attorney Thomas Gibbons was crucial in our ability to secure charges.  Without his assistance, we would not have been able to assign Troopers from across the state to conduct these Criminal Interdiction Initiatives,” Parsons stressed.

Illinois State Police District 11 Announces Monthly Activity for January

COLLINSVILLE, IL – Illinois State Police District 11 Commander, Captain B. Parsons, has announced District 11 enforcement figures and activity for January 2012.

Illinois State Police District 11 Troopers issued 2,609 citations, 1,202 written warnings, and made 186 criminal arrests during the month of January.  Speeding accounted for 1,074 citations and 373 citations were issued for occupant restraint violations.

Troopers investigated 257 traffic crashes, assisted 785 motorists, and conducted 243 commercial vehicle inspections, 42 of which were placed out-of-service for safety reasons.  There were 38 arrests made for driving under the influence and 61 other citations issued for alcohol related violations.

District 11, which encompasses Bond, Clinton, Madison, Monroe, and St. Clair counties, experienced six traffic crash fatalities in January.

According to the National Safety Council the major contributing factors to motor-vehicle deaths in the United States are lack of occupant protection, alcohol, speeding, young drivers, distractions, and large trucks.

In an effort to reduce fatalities, the Illinois State Police uses enforcement activities and educational programs to fight these major contributing factors.

ILLINOIS STATE POLICE ANNOUNCES UPCOMING ROADSIDE SAFETY CHECKS.

COLLINSVILLE, IL – Captain B. Parsons, District 11 Commander, announced today that the Illinois State Police may conduct Roadside Safety Checks (R.S.C) in St. Clair or Madison county during the month of March.

A roadside safety check is an effective tool for generating voluntary compliance by the motoring public.  The potential to come across these checks encourages motorists to arrange designated drivers, keep their consumption of alcohol within the allowable limits, or not drive a motor vehicle after drinking.  Safety checks are designed to keep our roads safe by taking dangerous DUI offenders off the road.

Across the country, an average of one alcohol-related traffic death occurs every 45 minutes.   Alcohol and drug impairment are significant factors in over 40 percent of all fatal motor vehicle crashes in Illinois.  Each year in Illinois, hundreds of lives are lost in alcohol-related crashes.  Don’t risk losing your license, your car, and your freedom.  If you drive impaired, law enforcement will arrest you.

Officers working the R.S.C. will also be watchful for drivers who are operating vehicles in an unsafe manner, driving with a suspended or revoked driver’s license, and transporting open alcoholic beverages.

This Roadside Safety Check is funded through a grant from the United States Department of Transportation, National Highway Traffic Safety Administration.  The grant is administered by the Illinois Department of Transportation, Division of Traffic Safety.

Illinois State Police Seize Cannabis and Currency

Two separate traffic stops lead to the discovery of over $51,000 cash and
153 pounds of cannabis.

MADISON COUNTY, IL – Illinois State Police (ISP), District 11, announces results from two recent traffic stops that led to the seizure of over 153 pounds of cannabis and $51,131 cash.

On February 6, at approximately 3:40 p.m., a Trooper stopped a gold Volkswagen Jetta for failure to signal and improper lane usage on I-70 near Collinsville.  Upon further investigation the Trooper discovered approximately one half-pound of cannabis and $51,131 cash.  Arrested for delivery of cannabis was Daniel S. Loughridge, 50, of Selma Oregon.

“Our goal is public safety,” said District 11 Commander, Captain Brad Parsons.  “Sometimes we accomplish this through traffic enforcement and other times it’s through removing illegal drugs from the streets.  This time it was a combination of the two,” he added

Minutes later another Trooper stopped a white Chevrolet Malibu for improper lane usage on I-70 near Highland.  Further investigation lead to the discovery of three black duffel bags containing 153 pounds of cannabis.  This investigation is ongoing.

These seizures along with the 61 pounds of cannabis and $7,842 cash that were seized on February 5, were the results of a joint public safety initiative between the Illinois State Police and the Madison County State’s Attorney’s office.

“I would like to thank Madison County State’s Attorney Thomas Gibbons for his assistance,” said Captain Parsons.  “Without his help and the help of his office, we would not be able to bring Troopers in from across the state to perform this public safety initiative,” he continued.

THEM AND ARE PRESUMED INNOCENT UNLESS PROVEN GUILTY IN A COURT OF LAW.

Illinois State Police Seize Cannabis and Currency

Two separate traffic stops lead to the discovery of over $7,800 cash and
61 pounds of cannabis.

MADISON COUNTY, IL – Illinois State Police (ISP), District 11, announces results from two recent traffic stops that led to the seizure of over 61 pounds of cannabis and $7,800 cash.

On February 5, a Trooper stopped a motor home for improper lane usage on I-70 near Collinsville.  Further investigation led the Trooper to believe there was criminal activity.  As a precaution, an ISP K-9 was dispatched and arrived on scene.  The K-9 positively alerted to the presence of an illegal substance.  Five black trash bags were located and contained 61 pounds of medical grade cannabis.  Arrested for cannabis trafficking was John William Milliorn, 48, of El Paso, Texas.  The approximate value of the medical grade cannabis is $244,000.

Later that same day another Trooper stopped a black Ford Expedition for speeding on I-70 near Fairmont City.  The Trooper detected an odor of cannabis and a search of the vehicle was conducted.  The search revealed 530 grams of cannabis and $7,842 cash.  Arrested for delivery of cannabis was Rafael Reyes, 29, of Elgin Texas.  Reyes was also wanted on a Texas warrant for assault.

“If you’re going down the road with a large amount of pot and cash in your vehicle, it’s a good idea to drive the speed limit and stay in your lane of traffic,” said District 11 Commander, Captain Brad Parsons.  “These are perfect examples of how we catch drug traffickers.  We make a stop for a traffic violation, the Trooper suspects criminal activity, and he or she investigates further,” he added.

Milliorn and Reyes are both incarcerated at Madison County Jail.  Bond for Milliorn is set at $300,000.  Reyes’ bond is set at $75,000.

The investigations are ongoing.

THE PUBLIC IS REMINDED THAT ALL ARRESTED PERSONS ARE MERELY ACCUSED OF THE CHARGES AGAINST

THEM AND ARE PRESUMED INNOCENT UNLESS PROVEN GUILTY IN A COURT OF LAW.
